                        Minutes of the December 27, 2001 Meeting

           The Town Council held their year end meeting on Thursday, December 27, 2001 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Tonya Smith and David Crane present.
           Loan Resolution 2001-8 was read and a motion was made by Tonya and seconded by David to pass said resolution. The motion carried by voice vote.
          Salary Ordinance 2001-9 was read once in its entirety and once by title. A motion was made by Jim and seconded by Tonya to pass said Ordinance. The motion carried by voice vote.
          Transfer Resolution 2001-10 was read and a motion was made by David and seconded by Tonya to accept. The motion carried by voice vote.
          A motion was made by Tonya and seconded by David to pay the Town claims in the amount of $2,977.31. The motion carried by voice vote.
          The meeting adjourned at 7:35 p.m. with a motion by David and seconded by Jim. The motion carried by voice vote.

                    Minutes of the December 11, 2001 Meeting

              The Town Council held their regular meeting on Tuesday, December 11, 2001 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry J. Antonini present.
The minutes of the November meeting and financial report were approved with a motion by Norma and seconded by Tonya. The motion carried by voice vote.
              Eric Smith, Hannum, Wagle & Cline advised that Division A has all the underground work completed, the testing of the manholes is 50% complete and the lift stations still need electrical work. Base paving on the East Side is complete. Rural Development has approved the change order for the paving. Division B has had a pre-final inspection and small retainage is being held for work to be done next spring. Eric presented 3 inspected and approved pay requests for contractors.
              It was noted that Second Street between Railroad and Jackson, Fourth Street and Geneva Hills Road need graded. Came Vietti requested her fence be restored and rock was requested at the Kerry Smith residence on Towne. Eric will advise B & T.
               Leonard Akers brought up the blacktop pad at 1st and Washington; he was advised that Bowen had been made aware of their obligations. He also requested the original locks for the electrical box. Eric will advise Bowen.
              Rick Baker advised the Council that the discharge area behind the plant needed some type of barrier to prevent 4-wheelers from riding up the hill and causing erosion. Eric will check on material and funding.
              After a short discussion on the Washington Street driveways, it was decided that Eric would photo research the problem and check to see if project money can be used for the solution.
              It was Eric's understanding that B & T would have an ongoing crew working on cleanup and rock replacement.
             Neal Costello will check with White Construction about filling in the trench at the town hall.
             Sue was given the okay to place the town's locks on the sewage plant.
             Leonard reported that with the coordination of the fire department plans for Fairview's Centennial celebration have begun. Included so far is a car show and BBQ.
             Transfer Resolution 2001-7 was read and a motion was made by Tonya and seconded by Norma to accept. The motion carried by voice vote.
             The Police Log was turned in for November.
            Jeff and Mary Leister requested water service for a home they will be building north of 1 st street behind the Sheila Kirby residence. The Council approved the request.
             A motion was made by Jim and seconded by Tonya to pay the Town claims in the amount of $41,347.28, the wastewater claims of $733,150.27 and the Water Department claims in the amount of $44,407.51. The motion carried by voice vote.
             The meeting adjourned at 7:15 p.m. with a motion by Tonya and seconded by David. The motion carried by voice vote.
