                 Minutes of the February 8, 2005 Meeting

  The Town Council held their regular meeting on Tuesday, February 8, 2005 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and our attorney Henry Antonini present.
  The minutes of the January meeting and financial report were approved with a motion by Tonya and seconded by Norma. The motion carried by voice vote.
  Henry advised that a new nuisance ordinance should be drafted to incorporate Indiana Code allowing the town to streamline the clean up process if the ordinance is violated. He also advised that the cost of clean up, if done by the town, could then be placed on the tax duplicate. He is awaiting sample ordinances from IACT.
  Teresa advised that she had left messages for Bill Chaney at Cinergy to provide us with a more detailed estimate to move the poles in the middle of the parking lot. There has been no call back from Mr. Chaney.
  Flag Fund Ordinance #2005-1 was read once in its entirety and twice by title. A motion was made by Tonya and seconded to pass said ordinance. The motion carried by voice vote.
  Setting a load limit in town was discussed at length, it was decided to check with other sources to determine a fair and equitable limit.
  A complaint was raised about the train blocking the 4t'h street crossing. Marshal Newman will check into it.
  Sue advised that 2 fire hydrants will be replaced on February 22, weather permitting. A boil order will be issued.
  Neil advised that the rescue truck is about completed. He also requested that the Council proceed with an additional appropriation of Cum Fire funds to allow that money to be paid towards a new tanker truck that a $144,000 grant from FEMA was received. The total cost of the truck will be $162,877. The council advised they would proceed with the additional appropriation.
  Jim Moore requested permission to purchase 10 winter jackets for the volunteer firefighters at a cost of $65-70 each. A motion was made by Norma and seconded by Tonya to allow the purchase of the jackets. The motion carried by voice vote.
  A motion was made by Jim and seconded by Norma to pay the Town claims in the amount of $14,357.35, the wastewater claims of $7,864.03 and the Water department claims in the amount of $9,301.42. The motion carried by voice vote.
  The meeting adjourned at 8:04 p.m. with a motion by Tonya and seconded by David. The motion carried by voice vote.

  The Town Council held an executive meeting on February 22, 2005 at 7:00 p.m. at the town hall. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker present.
  The Council discussed personnel that they have jurisdiction over. The meeting adjourned at 8:10 p.m. with a motion by Norma and seconded by David. The motion carried by voice vote.

                  Minutes of the February 22, 2005 Meeting

  The Town Council held an open meeting on Tuesday, February 22, 2005 at 8:10 p.m. following the executive meeting at the Municipal Building. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker present.
  A motion was made by Tonya and seconded by Norma to implement a reserve deputy marshal program with a maximum of two officers, with the Marshal to recommend and the Council and Marshal to approve. The motion carried by voice vote.
  The meeting adjourned at 8:27 p.m. with a motion by Tonya and seconded by David. The motion carried by voice vote.
