Town of Fairview Park
                            Minutes of the March 12, 2002 Meeting

  The Town Council held their regular meeting on Tuesday, March 12, 2002 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry J. Antonini present.
  The minutes of the February meeting and financial report were approved with a motion by Tonya and seconded by Norma. The motion carried by voice vote.
  Eric Smith, Hannum, Wagle & Cline advised that B & T are in the final stages of completion, they are testing the manholes and 2 force mains. The pre-final inspection with Rural Development is set for March 27 at 9:00 a.m. If all is approved, hook-ups could start on April 1. Eric presented an approved pay request from B & T Excavating and a change order 1) making a paperwork correction, and 2) an additional $825.00 for storm sewer replacement on Plum St. The change order was approved with a motion by Tonya and second by Norma. The motion carried by voice vote.
  The Fairview Park Volunteer Fire Department contract was presented with the dates changed. A motion was made by Tonya and seconded by David to accept the contract. The motion carried by voice vote.
  After a short discussion a motion was made by Tonya and seconded by David to retain D & G Lawn Service to mow the grass at the park and town hall. The motion carried by voice vote.
  Tom Luft complained of trash and garbage blowing and 2 unplated vehicles at the property at 3rd and Cherry. A letter will be sent advising of the ordinance violation.
   Last month approval was made to request additional funds for legal services for the construction project. Rural Development advised they needed an amendment to the legal services agreement. Said amendment was presented to the Council for signature.
   Procedures for hook-up to the sewer will be published in the paper along with contact phone numbers for inspections.
   Jim Hall requested approval to order a small merry-go-round for the park at a cost of $2,530.00, with $1,000 coming from the VCCF funds. A motion was made by Norma and seconded by Tonya to approve the purchase. The motion carried by voice vote.
   Larry Natalie met with Bruce Speth, White Construction and it was recommended that the finish coat of asphalt be put on in mid summer.
  Jim Moore advised that the Chicken Dinner will be April 27, with canvassing on the 15th & 16th. He also advised that the Vermillion County Community Foundation has given $1,000 for a new radio system that would allow Fairview FD to tone out the entire county. Dean Strohm is working on a grant for a new squad.
  Tonya advised the Fairview Park Citizens for Fire Protection are hosting a fish fry on June 21.
  The Police Log was turned in for February.
  A motion was made by Norma and seconded by David to pay the Town claims in the amount of $8,238.29, the wastewater claims of $7,098.45 and the Water Department claims in the amount of $7,657.20. The motion carried by voice vote.
  The meeting adjourned at 7:06 p.m. with a motion by Jim and seconded by David. The motion carried by voice vote.
