                 Minutes of the May 8, 2001 Meeting

         The Town Council held their regular meeting on Tuesday, May 8,
2001 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Norma Snedeker and David Crane and Attorney Henry J. Antonini present.
         The minutes of the April meeting and financial report were approved with a motion by Norma and seconded by Tonya. The motion carried.
Eric Smith, project inspector Lon Gardner, Hannum, Wagle & Cline and John Boyer, Division A contractor were present and advised that construction is basically on schedule. Division A Section III is 85-90% complete; Section II is 30% complete and it is anticipated that these 2 sections will be complete including paving by October. Section I will be started in mid June. Division B has the underground work, package plant and sludge pits complete. They anticipate all work being completed by the end of August.
Eric presented the following change orders: Division A
            A1- extend sewer on Towne to 2nd St        +$1,450.00
            A2- replace water lines at crossings w/PVC+21,500.00
            A3- revision at 3rd & Davis Sts.                  --86,200.00
            Division B
            B1 add stub wall center sledge drying bed          +$1,298.00
            B2- revise pipe blower building                                  250.00
A motion was made by Jim and seconded by Tonya to approve the above changes. The motion carried by voice vote. Eric presented 2 inspected and approved pay requests for contractors.
           Sue advised that the property at 9th and Pike has Clinton sewer, but is located in the town limits. Henry advised that according to the Ordinance, that property would have to hook onto the town's sewer and pay the town rates. Henry will check on the collection ordinance on other delinquent bills.
A note was received from the Parke-Vermillion Humane Society concerning the use of the donation. It
was decided to leave it to the discretion of the director of the shelter.
           Dan Hoke was advised after questions asked that laterals for empty lots would not be charged an interim rate, but would be charges for connection of sewer at time of connection. A sewer operator/inspector has not been hired at this time.
            The Council approved hiring someone to mow the grass at the park and Town Hall. A notice will be run in the paper asking for proposals.
            Ordinance #2001-03, and Addendum to Use Ordinance 2000-06, Guidelines for installation of building sewer laterals was read three times. A motion to suspend the rules was made by Tonya and seconded by David. The motion carried by voice vote. A motion to pass Ordinance #2001-03 was made by Tonya and seconded by Norma. The motion carried by voice vote.
           Teresa advised the 10-year-old copy machine needed expensive parts. A motion was made by Tonya and seconded by David to purchase a new copier with a cap of $1,000.00 with the cost to be split between the Water Dept., Sewer Dept and the Town. The motion carried by voice vote.
           Steve Lane was advised that the fire dept could stop Division A work until get additional water in case of a structure fire. Steve advised that 6 local firemen would be receiving awards on Wednesday, May 9, 2001.
Henry advised that George Nicholas' group would not be using the ballpark this summer. Henry will check the wording of the lease and advise.
          Charles Gedrick will meet with Lon Gardner concerning depth of his hook-up. Lamberts questioned the function of a valve by their house. Eric will explain after the meeting. A question was raised about preventing ground water from going into the sewer. Eric advised that the inspector is the key. Roy Kelley questioned that drains were dug up and not replaced. Lon & Eric will check.
           Tonya requested that an ordinance be drafted to keep trees from being planted in the town right of way. Henry will draft.
The Police Log was turned in for April.
           A motion was made by Norma and seconded by David to pay the Town claims in the amount of $9,190.85, the wastewater claims of $516,101.22 and the Water Department claims in the amount of $11,358.27. The motion carried.
           The meeting adjourned at 7:30 p.m. with a motion by David and seconded by Norma. The motion carried.

                                             Minutes of the May 30, 2001 Special Meeting

       The Town Council held a special meeting on Wednesday, May 30, 2001 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, and Tonya Smith.
      The proposals for mowing grass were reviewed. A motion was made by Tonya and seconded by Jim to have D & G Lawn Services mow the grass for the remainder of the summer. The motion carried by voice vote.
       The meeting adjourned at 7:45 p.m.
