Minutes of the November 13 2001 Meeting

       The Town Council held their regular meeting on Tuesday, November 13, 2001 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry J. Antonini present.
       The minutes of the October meeting and financial report were approved with a motion by Tonya and seconded by David. The motion carried by voice vote.
        Lon Gardner, Hannum, Wagle & Cline advised that Division A has one line left on 4th Street and boring under SR 63. Most paving on the East Side will be finished next week. Division B is essentially finished, a pre final inspection has been complete and a punch list made. Hannum, Wagle and Cline issued a substantial completion of the plant. Lon presented 3 inspected and approved pay requests for contractors.
        3 change orders were presented for Division A. A-1) miscellaneous line reconnection, replace and repair of culvert--+$9,901.00, A-2) repair storm drains--+$12,383.23, A-3) bituminous road replacement, alternate bid--+343,756.76. A motion was made by David and seconded by Norma to accept the change orders. The motion carried by voice vote.
        Leonard Akers questioned the condition of the blacktop pad at 1st and Washington after the construction trailers were removed. Teresa will check the minutes for the agreement made. Mike Kelley has observed over loaded trash trucks breaking up the new pavement on Jackson. He also questioned filling in the gaps between the pavement and driveways and if grading could be done on Parke. It was advised that Inspector Brad Hay would check.
       After a short discussion and upon recommendation of the engineer, a motion was made by Norma and seconded by Tonya to wait until next spring to allow hook-ups to the sewer and placement of laterals.
      It was, decided to install telephone lines at the treatment plant next spring. The purchase of a file cabinet and wastebasket was approved for Chuck Strobel as treatment plant operator.
      After discussion of the plant security it was decided that Lon Gardner would check with Bowen for a total completion timeline.
      Loretta Smith questioned the placement of objects on the town's right of way on Towwe. It was decided to contact John Major for guidance in determining the location of the alley.
Sue reiterated that there is an ordinance prohibiting digging between November 15 and March 15.
Leonard Akers reminded the Council of the Town's centennial coming up in August, 2002. Leonard agreed to be in charge of spearheading a small celebration.
        The Police Log was turned in for October.
        A motion was made by Jim and seconded by Tonya to pay the Town claims in the amount of $24,307.40, the wastewater claims of $673,403.74 and the Water Department claims in the amount of $9,267.29. The motion carried by voice vote.
        The meeting adjourned at 7:15 p.m. with a motion by Tonya and seconded by David. The motion carried by voice vote.
