                                                 Minutes of the April 8th, 2025 Meeting

           The Town Council held their regular meeting on Tuesday April 8th, 2025 at 7:00 p.m.
at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council
members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, and Attorney Henry
Antonini all present. A motion was made by Tonya Cox and seconded by Jim Moore to accept
the minutes of the March meeting and financial report. The motion carried by voice vote.
           Tonya mentioned two corrections to the minutes, first one was the property she asked
about in the March meeting was on Lincoln St. not Davis and the other was a spell check.
            Resolution 2025-3 Resolution to invalidate Rate Ordinance 2025-1 nunc pro tunc to
February 11th 2025, the resolution was read in full and again by title only a motion was made
by Tonya Cox to allow, Jim Moore seconded the motion, motion carried by voice vote.
           Tonya asked about the Farner property, Mike Ray said he had spoken to the property
owners, she also mentioned a very aggressive dog on Davis St. that was loose and across from
there is a blue house with a lot of furniture and trash in the yard that needs cleaned up, Mike
Ray said he would investigate both problems.
           Kristy Jerrell held a public hearing on the Water Improvements Construction Project
she explained the timelines for the grant process and when the public hearings will be held, one
before proposal submission which is now and the other one before final application submission,
Kristy read Resolution IOCRA 2025-1 Resolution Authorizing Application Submission and
Local Match Commitment in full and again by title only, Jim Moore made the motion to allow,
Tonya Cox seconded the motion, motion carried by voice vote. Kristy said she will have
separate minutes for the public hearing.
           The town attorney advised that since the Rate Ordinance had been read in full already it
will only be needed to be read by ordinance and main title.
            Ordinance 2025-2 Rate Ordinance An ordinance amending only the rates and charges
of original Ordinance 2005-3 for the schedule of rates and charges was read by title only,
Tonya Cox made the motion to adopt Ordinance 2025-2, Jim Moore seconded the motion,
motion carried by voice vote.
           Tonya spoke about Patrece Dayton who now works for THRIVE she said that Patrece
goes around to area communities and speaks about various things that THRIVE has to offer
such as transportation for seniors who do not drive, they can get help to and from doctor
appointments. Tonya said to let her know if the board would be interested in having her come
and speak to them and she would get it set up. Bill Rennels mentioned that Patrece is in
business development for THRIVE and there are several things they have to offer.
            Andy Johnson said he had been called out to look into an electrical problem in the old
town hall, he spoke to the board about the problem he had found in the building, he said with
age and condition of the building water has been getting into the panel causing problems, he
submitted in writing what he found wrong with the electrical issues in the building and gave an
estimated amount of how much it would cost to repair it if the board wished to do so.
            Leonard Akers mentioned that since the town took down several trees last year, they
should look into planting new ones now, Larry mentioned that the town was able to get new
playground equipment for the park, several new items has been bought and delivered to the
town, now they just need to get it installed which the town will hire that out.
            A motion was made by Tonya Cox and seconded by Jim Hall to pay the towns claims in
the amount of $19,440.55, the water department claims in the amount of $28,898.52, the
wastewater claims in the amount of $6,338.46, and storm water in the amount of $2346.34.
The motion carried by voice vote.
            The meeting was adjourned at 7:30 pm with a motion by Tonya Cox and seconded by
Jim Moore, the motion carried by voice vote.
