              Minutes of the August 29, 2001 Meeting

  
   The Town Council held the Budget Pre-Adoption Meeting on August 29, 2001 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Tonya Smith, David Crane and Norma Snedeker present.
   The 2002 budget was reviewed and discussed. There was no one present for public comment. A motion was made by Norma and     seconded by David to pre-adopt the 2002 budget as presented. The motion carried by voice vote.
    The meeting adjourned at 7:00 p.m. with a motion by Tonya and seconded by Jim. The motion carried.

                                        Town of Fairview Park
                      Minutes of the August 14, 2001 Meeting

  The Town Council held their regular meeting on Tuesday, August 14, 2001 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry J. Antonini present.
  The minutes of the July meeting and financial report were approved with a motion by Norma and seconded by Tonya. The motion carried by voice vote.
  Eric Smith, Hannum, Wagle & Cline advised that Division A Section III is complete except Parke; Section II the main runs are complete with Towne, Davis & alleys left to do. Section I has all lift stations complete. Eric Smith reported that Division B has all the underground piping complete and the exteriors of both buildings are complete. They will be finishing the electrical and mechanical inside the buildings, with a completion date of 9/30/01. Eric presented 2 inspected and approved pay requests for contractors.
  Brad Hay, inspector and John Boyer, Division A contractor fielded several residents comments including complaints of dust on Lincoln; area by lateral not leveled at 2nd & Washington; down spouts & tile broken on 6th & Lincoln; drainage problem on Plum and 2nd & Parke; request to change easement on Parke. Brad, John and Eric advised the above will be taken care of.
  Larry Natalie advised residents that the plans are to utilize all funds available to pave all currently paved streets and to attempt to pave the remaining streets all within the next couple years, depending on funding. Bill Tryon advised he would be willing to assist with the cost of paving Gilbert between 1st & 2nd Streets.
  In answer to questions, it was advised that the sewer project was not mandated by the state, but the funding was available including a 1.8 million-dollar grant.
  Henry Antonini advised that due to a change of sewer lines on Parke Street, because of utility lines and a fiber optic line on Washington, additional easements are required, causing a slight delay in those areas.
  The date for starting up the sewer plant will depend on whether the plant can be run efficiently with only a portion of users hooked on. 
  Residents were advised that a 3-month summer allowance would be made for persons with pools or who water their lawns or gardens.
Resident Roberta Luce questioned her double sewer bill again. It was decided to contact the rate consultant for his advice.
  Mrs. Andy Beverly was advised that four council members checked the property on Fulton and also talked with the county health department. Our recourse is very limited and the only actions we can take at this time is to write a letter asking that the property owner keep the property clean. We have no authority to inspect the inside of the trailers. We will continue to monitor the property.
  Ordinance #2001-4, An Ordinance Prohibiting The Placing Of Any Obstruction On Public Roads, Alleys and right-of-ways In The Town Of Fairview Park, Indiana was read once in its entirety and twice by title. A motion was made by David and seconded by Tonya to accept the Ordinance. The motion carried by voice vote.
  Ordinance #2001-5, An Ordinance Amending Ordinance 2001-3 Concerning Guidelines For Installation Of Building Sewer Laterals was read once in its entirety and twice by title. A motion was made by Tonya and seconded by David to accept the Ordinance. The motion carried by voice vote.
  Henry J. Antonini checked the plat books and advised that there is an east/west alley from Davis to north/south alley between Davis & Fulton and between Pike and 7th Streets. This information will be relayed to Jerry Thomas.
  Larry advised that Chuck Strobel would be the operator of the sewer plant and is responsible for the monitoring and testing.
  The meeting for pre-adoption of the 2002 budget was set for August 29, 2001 at 6:30 P.M. at the Town Hall.
  Complaints were received on tall weeds on 2nd & Cherry and Lincoln. Letters will be sent advising residents of the complaint. The Police Log was turned in for August.
  A motion was made by Norma and seconded by David to pay the Town claims in the amount of $8,172.14, the wastewater claims of $519,443.38 and the Water Department claims in the amount of $12,696.57. The motion carried by voice vote.
  The meeting adjourned at 7:43 p.m. with a motion by Norma and seconded by Tonya. The motion carried by voice vote.
