Town of Fairview Park
                     Minutes of the August 12, 2003 Meeting

The Town Council held their regular meeting on Tuesday, August 12, 2003 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie and David Crane and Attorney Henry J. Antonini present. Absent were council members Tonya Smith and Norma Snedeker.
The minutes of the July meeting and financial report were approved with a motion by Jim and seconded by David. The motion carried by voice vote.
  Leonard Akers advised that the Flag Fund has a balance of $687.86.
  Several residents questioned the water rate increase. Larry Natalie explained that part of the reason for the rate increase is the need for a new well, maintenance of the water towers and new meters, among other things.
  The Budget Pre-adoption meeting was set for August 27, 2003 at 7:00 p.m. at the Town Hall.
  Mary Strickland questioned the subject of zoning. She was referred to Council member, Tonya Smith who is in charge of that.
  Robert Adamovich complained about a drainage problem at his property on 9th Street that has occurred since the installation of the sewers. A copy of Mr. Adamovich's letter was sent to Hannum, Wagle and Cline, but no reply has been received. Larry will contact Eric Smith in the near future.
  Jerry Spurr complained of the tall weeds and trash on the property at 3rd and Fulton. After discussion a motion was made by Jim and seconded by David to write letters to the property owners giving them 20 days to abate the nuisance. After 20 days, if the nuisance has not been abated, the town would then go onto the property and take the necessary action to abate the nuisance and charge the property owner for the cost to abate. If the cost is not paid, the Town will then proceed with placing a lien on the property. The motion carried by voice vote. Sue will make a list of all properties in violation of the nuisance ordinance.
  The Police Log was turned in for July.
  A motion was made by David and seconded by Jim to pay the Town claims in the amount of $12,180.11, the wastewater claims of $11,495.29 and the Water department claims in the amount of $8,942.77. The motion carried by voice vote.
  The meeting adjourned at 7:50 p.m. with a motion by David and seconded by Jim. The motion carried by voice vote.

  The Town Council held the Budget Pre-Adoption Meeting on August 27, 2003 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker present.
  The 2004 budget was reviewed and discussed. There was no one present for public comment. A motion was made by Norma 'and seconded by Tonya to pre-adopt the 2004 budget as presented. The motion carried by voice vote.
  The meeting adjourned at 7:30 p.m. with a motion by Norma and seconded by Tonya. The motion carried.
