                Minutes of the August 8, 2006 Meeting

  The Town Council held their regular meeting on Tuesday, August 8, 2006 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and attorney Henry Antonini were present.
  The minutes of the July meeting and financial report were approved with a motion by Norma and seconded by David. The motion carried by voice vote.
  John Newman advised that he has sent out 9 nuisance letters, but was having some problems due to property being in bankruptcy, foreclosure and in realtor's hands. After discussion the council decided to proceed with enforcing the nuisance ordinance. Henry Antonini advised John that advertising in the newspaper would be a last resort, if the owners can't be located.
  Teresa advised that she has contacted two contractors to give estimates on installing the acoustical tile. She should have their estimates and recommendations at the next meeting.
  Joe Summers complained about a rotten tree on Parke. Sue will check.
  The Council set a public pre-adoption hearing on the 2007 budget for August 28, 2006 at 7:00 p.m. at the town hall.
  Rusty Riggen requested the council look into what can be done with the alley behind his residence. He had his property surveyed and it showed that there is a tree and utility pole in the middle of the alley which forces cars to swerve into his driveway. He is concerned with the safety of his family, as there have been a few close calls.
  A resident requested a "Slow Children Playing" sign for Parke due to speeding vehicles. It was decided to also post speed limit signs according to state statute.
  A resident complained of the street light out at Fourth and Fulton. Sue will contact Duke Energy. Leonard Akers questioned the feasibility of putting in more streetlights. Teresa advised that the current streetlights run close to $600 a month.
  Jim Moore advised the next Chicken BBQ is August 26, 2006.
  John Newman advised the next neighborhood watch meeting will be August 15, 2006 at 7:00 p.m. at the Town Hall.
  A motion was made by Tonya and seconded by David to pay the Town claims in the amount of $27,113.03, the wastewater claims of $5,674.35 and the Water department claims in the amount of $8,308.13. The motion carried by voice vote.
  The meeting adjourned at 7:45 p.m. with a motion by Jim and seconded by Tonya. The motion carried by voice vote.

                Minutes of the August 28, 2006 Meeting

  The Town Council held the Budget Pre-Adoption Meeting on August 31, 2005 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Larry Natalie, Tonya Smith and Norma Snedeker present. James Hall and David Crane were absent.
  The 2007 budget was reviewed and discussed. There was no one present for public comment. A motion was made by Norma and seconded by Tonya to pre-adopt the 2006 budget as presented. The motion carried by voice vote.
  The meeting adjourned at 7:15 p.m. with a motion by Tonya and seconded by Norma. The motion carried.
