Minutes of the August 11, 2015 Meeting
The Town Council held their regular meeting on Tuesday, August 11, 2015 at 7:00
p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with
council members Jim Hall, Larry Natalie, Tonya Smith, Phyllis Lambert and Jim Moore and
attorney Henry Antonini were present. A motion was made by Tonya and seconded by Jim
Moore to accept the minutes of the July meeting and financial report. The motion carried by
voice vote.
Sue received two quotes for water tank maintenance. Kessler quoted $54,900 and
Leary quoted $46,900. She recommended Leary and the Council agreed.
Larry informed that HWC was unable to attend this meeting to discuss the ground
water study, but a public meeting will be scheduled as soon as possible.
Phyllis complained of a nuisance property at 562 S. Kibby. The Marshal has been
unable to make contact, but advised that the owners have moved. Sue will send a notice by
mail.
Jane Tyler voiced her concern with a structure at 380 S. Jackson. The property is in the
tax sale. Will talk with the commissioners to try to get this property torn down. Mike Strader
advised that he had spoken with the property manager of the trailer on First Street and they will
be removing the windows this weekend.
Don Klinge presented a quote for repair of the old Town Hall from Thomas
Construction for $1,045.00. The Council advised Don to have them proceed with the work.
Mr. Jim Carr from Hydrophase discussed at length the next phase of the wellhead
protection plan and answered any questions presented. Sue is the local contact person.
Ordinance 2015-3 AMENDING SALARY ORDINANCE 2014-9 was read in its
entirety and by title. A motion was made by Jim Moore and seconded by Phyllis to pass said
ordinance. The motion carried by voice vote.
A mobile home permit application #2015-1 was presented to the Council by JD and
Mickey Meadors. A motion was made by Tanya and seconded by Jim Hall to approve said
application. The motion carried by voice vote.
Greg Kelshiemer complained of parked cars on Washington Street at Third Street
blocking the view. The Marshal will take care of
Leonard asked if there was an ordinance about blocking sidewalks. Teresa will check
Janice Johnson asked permission to have the Town Hall kitchen state certified so that
she could produce persimmon pulp there. After discussion it was decided to not allow it.
A motion was made by Phyllis and seconded by Tanya to pay the Town claims in the
amount of $36,889.42, the water department claims in the amount of $12,829.10 and the
wastewater claims in the amount of $12,289.76. The motion carried by voice vote.
The meeting adjourned at 8:20p.m. with a motion by Tonya and seconded by Jim Hall.
