Meeting Minutes for August 8, 2023
                                         Town of Fairview Park Minutes 
                                         of the August 8th, 2023 Meeting


              The Town Council held their regular meeting on Tuesday August 8th, 2023 at 7:00
p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with
council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney
Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson
to accept the minutes of the July meeting and financial report. The motion carried by voice
vote.
              Angie Riggen was unable to attend the meeting, Jim Hall give a quick update on the
pickle ball courts, Jim said the courts are not completely done yet and that the contractors keep
returning to level the playing area on the courts.
              The town board approved the Deferred Compensation Plan with a motion by Tonya
Cox and seconded by Jim Moore motion carried by voice vote, Resolution 2023-2 for the
deferred compensation plan was read by title only with a brief description of the plan since it
pertains only to the town employees, anyone who may want a copy of the plan can contact the
clerk/treasurer.
              Larry asked Mike Ray to give an update on the property on Lincoln St. Mike said he is
making regular visits to the area and that the property is getting cleaned up also there has been
no sign of any individuals staying in their vehicles for the past week. Larry asked about the
electronic speed limit signs, Mike wasn’t sure about the information on this, the clerk/treasurer
mentioned that Curtis had contacted her for the town’s tax exempt information for the invoice
so she assumed the signs were close to being done and delivered. Larry explained only one
electric sign has been ordered due to the cost of the signs Leonard Akers expressed his concerns
about speeding in town.
              Chad Moore gave an update on the new vehicle for his department, he said it is getting
the graphics done now next will be the lights and sirens. Chad stated that this vehicle will only
be used for medical runs and that it was purchased thru a grant.
              A resident who lives at Seventh & Davis spoke to the board about an alley between
Davis & Fulton, she said she had spoken to the assessor’s office about it and they had informed
her she could attach it to her property if the alley was not in use, the resident said the alley has
no outlet and her neighbors use it as a driveway, she asked the board to vacate the alley and
Henry explained the process of doing this for her as it would be up to her to get all the
paperwork done, the only responsibility the town would have would be making the decision on
to vacate it or not.
              Leonard Akers mentioned some issues with the town park, first was the pagoda at the
front of the park looks bent and is leaning, the fence by the new courts is damaged and needs
repaired and the men’s restroom is a mess, Leonard also wanted to know about the tree that lost
a limb that damaged one of the benches in the park he said it needed to come down.
              Larry mentioned that a few portions of sidewalks are going to be repaired.
              A new resident on Jackson St. stated there is a pile of hazardous materials located on
the back of the property she just bought Curtis & Chad said they would check it out for her.
              A motion was made by Tonya Cox and seconded by Jim Hall to pay the towns claims
in the amount of $29,163.58, the water department claims in the amount of $20,088.08, the
wastewater claims in the amount of $34,958.70, and storm water in the amount of $2,346.34.
              The motion carried by voice vote.
              The meeting was adjourned at 7:30pm with a motion by Tonya Cox and seconded by
Jim Moore, the motion carried by voice vote.
