Minutes of the August 12th, 2025 Meeting
The Town Council held their regular meeting on Tuesday August 12th, 2025 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson and Jim Moore all present, Attorney Henry Antonini was absent. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the July meeting and financial report. The motion carried by voice vote.
Tonya said Karen Snyder with THRIVE met with her and they walked several sidewalks in town, she agreed that the town needs some new sidewalks, also Karen is going to help the town get an ADA ordinance in place that will help us with future grants. Tonya said right now Karen is finishing up a project in Greencastle and it would be early next year before she would be able to help us apply for any grants for the sidewalks.
Larry spoke about the grant for the radio meters and tower work that Kristy Jerrell had worked on for the town, the town was not awarded the grant in it’s first round because we did not have enough points to qualify, he said Kristy will work on getting the points needed and will reapply for the grant, if we pass in the seconded round the work will start next spring.
Jim Hall asked if there were any updates on the new playground equipment for the park. Larry said the equipment has been installed and is ready for use, Leonard Akers asked how many pieces were ADA, Larry said three and he explained a little how they work, Larry also mentioned he had spoken to Duke Energy about a light pole in the park he is wanting fixed, he said Duke is not sure if it’s there’s so he will check with Rick Burger about it and he also got bids to see about putting up lights at the pickle ball courts, one bid was $5990.00 the other one was $5651.00 which he said is a lot of money right now, he said the courts do get a lot of use and it’s something the town will have to look into.
Larry welcomed Mike Strader back, he is the towns new deputy marshal and public safety officer, he took over for Michael Ray who retired in June.
Ordinance 2025-4 Amending Salary Ordinance 2024-4 was read in full and again by title only, Tonya asked what had changed, Larry said the town has a new employee for the street and water utility, Mike Klyaic will be the new part-time labor #3, he said Mike will be more part-time then the other two employees and he is really happy to have Mike working for us, Tonya made the motion to allow Ordinance 2025-4, Jim Moore seconded the motion, motion carried by voice vote.
Resident Tom Luft had a couple of things he wanted to discuss, first he mentioned how good the park looks now, next he said he would have access to a brush hog and wanted to know if he could use it on the property across the street from him. Larry said that is a question for the town’s attorney, Tom also mentioned a letter he had given the board back in March in which he talked about the ordinance regarding cars without plates that are wrecked or junk, he said there are four next door to him that have not moved in over a year, Larry said things will be taken care of it just might take some time.
A motion was made by Tonya Cox and seconded by Jim Moore to pay the towns claims in the amount of $17,879.36, water department claims in the amount of $19,379.63, the wastewater claims in the amount of $14,657.92, and storm water in the amount of $3,174.39.
The motion carried by voice vote
The meeting was adjourned at 7:25 pm with a motion by Jim Moore and seconded by Tonya Cox, the motion carried by voice vote.
