Minutes of the August 10th, 2021 Meeting
The Town Council held their regular meeting on Tuesday August 10th, 2021 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore all present Attorney Henry Antonini was absent, Attorney Scott Skillman filled in for him. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the July meeting and financial report. The motion carried by voice vote.
Larry Natalie spoke about resident Jeff Delph, wanting the town to take down three trees in his yard, the trees in question are in the tree row in front of his property Larry mentioned that this issue has come up before when Jeff’s father owned the property, Larry said the town would take care of the trees if there was damage or danger concerns with them, Larry asked the board what their thoughts are on this request, Tonya mentioned that this could lead to more residents wanting the town to take down trees on their property, Jim Moore said the trees should be looked at by an expert and then let the town know if one or more need to come down, Larry pointed out that the town did not plant those trees. After some discussion the board agreed to have the trees looked at for any distress and report to Mr. Delph what they find out, Tonya Cox made the motion allow the trees to be inspected and to inform Mr. Delph of the findings, Jim Hall seconded the motion, motion carried by voice vote.
Curtis spoke about the property on Lincoln St. that is a nuisance, he said his department has had several vehicles towed and still a couple that need to be towed, he said the home is empty and there is a large pool in back full of water and he wanted to know what the board wanted his department to do next, Larry said the town has been putting tablets in the water to keep the mosquitoes down and he asked attorney Scott Skillman what the town could do next, Scott said the town could clean up the property and put a lien on it for the cost of the cleanup, Larry ask if the town should bring in the health department in case the property needs to be condemned. Curtis gave a quick update on his department for the month of July, he said the department has three cars on the road, they have driven 869 miles, made 1 arrest, went on 8 assist calls, gave 21 verbal warnings, went on 24 calls, did 5 VIN checks, assisted with 22 gun permits, gave 8 ordinance violations, 1 funeral detail and had the car’s serviced. Michael Ray spoke briefly about the ordinance violations that he has been working on.
Larry asked Curtis about the golf carts and how many inspections his department has done Curtis said only a few, Larry also asked if the side by side owners have been given the map of the routes thru town, Curtis said he thought they all have been given one, after some discussion it was decided to have the map printed in the Clintonian.
Fire chief Chad Moore said his department is still waiting on the overhead doors and are looking for an electrician for the fire house.
Leonard Akers asked the board if the gate on the south side of the park could be repaired so it would open.
Michael Ray mentioned a pine tree on Seventh & Fulton that needs trimmed back.
A motion was made by Tonya Cox and seconded by Jim Moore to pay the towns claims in the amount of $15,956.00, the water department claims in the amount of $26,435.70 with transfer Storm water $2,315.85, the wastewater claims in the amount of $9,199.55 with bond payment in the amount of $26,531.25. The motion carried by voice vote.
The meeting was adjourned at 7:35pm with a motion by Tonya Cox and seconded by Jim Moore, the motion carried by voice vote.
