                       Minutes of the December 13, 2011 Meeting


           The Town Council held their regular meeting on Tuesday, December 13, 2011 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Phyllis Lambert and Jim Moore and attorney Henry J. Antonini present. Council member, Jim Snider was absent. A motion was made by Jim Hall and seconded by Phyllis Lambert to accept the minutes of the November meetings and financial report. The motion carried by voice vote.
           Ordinance 2011-7, AN ORDINANCE ESTABLISHING WATERWORKS RATES AND CHARGES, was read. A motion was made by Jim Moore and seconded by Jim Hall to pass said ordinance. The motion carried by all voting yea by a showing of hands
           A question on the size of meters was raised. It was noted that all residential meters are 3/4 inch.
           Larry advised that he would be in discussion on Friday with Kathleen & Jill Curry concerning the grant for the water project and that another funding round will be in February.
           Joanie Doane expressed her frustration and displeasure concerning the progress or lack thereof in cleaning up the Wright property. After much discussion, including the fact that the Town has no ordinance that would pertain to the actual buildings, and reiterating the different agencies that have been contacted in the past, it was decided that the Town would make a complaint with the County Health Department concerning the buildings. The fire department will research for fire hazard action and the Clerk-Treasurer will obtain a copy of the County's Unsafe Building Ordinance.
           Ordinance 2011-8, AN ORDINANCE SETTING SALARIES FOR 2012, was read. A motion was made by Jim Hall and seconded by Phyllis to pass said ordinance. The motion passed by voice vote.
           A proposal from Jim Shull for electrical work at the Marshal's office was presented. The Council advised to proceed with the work.
           Don Klinge advised that the fire department was running out of room and asked if land near the old ball field would be available for a new building. Larry will review the water project plans and check with IDEM on the proximity to the wastewater treatment plant.
           John Iacoli asked about moving a mobile home into Fairview. He was advised that a permit was required along with Council approval.
           Leonard Akers asked that the Clintonian be notified each month of our meeting. Teresa advised that she would try to notify them.
           A motion was made by Phyllis and seconded by Jim Moore to pay the Town claims in the amount of $37,456.73, the water department claims in the amount of $9,249.99 and the wastewater claims in the amount of $6,246.81. The motion carried by voice vote.
           The meeting adjourned at 8:40 p.m. with a motion by Jim Moore and seconded by Jim Hall. The motion carried by voice vote.
