                    Minutes of the February 13th, 2024 Meeting


             The Town Council held their regular meeting on Tuesday February 13th, 2024 at 7:00
p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Jim Hall to
accept the minutes of the January meeting and financial report. The motion carried by voice vote.
             The clerk/treasurer spoke about the sale of the surplus vehicles she explained that no action can be taken at this meeting since she was not given the information on the car’s in time to have the letting of the bids published in the paper, the vehicles will be advertised in the
Clintonian on February 14th and a Special Meeting will be held on February 23rd at 1:00pm in the town hall to open and award the bids for the surplus vehicles.
            Jim Hall spoke about some of the improvements to the town’s park, he said there has been one new picnic table that he built installed by the pickle ball courts and two more that need to be made Jim said the town’s employees will help build the other two tables.
             Larry Wilson asked about the new signs for the town, Larry Natalie said right now we need to know what type of signs and the locations of where they will be installed and if they are located in new areas an ordinance will have to be written for all the new signs that will be enforceable.
             Larry mentioned that the electronic speed limit sign will be moved to Jackson St. in the
upcoming week.
             Neil Costello updated the board about the possible county ambulance station, he said
the county has applied for one grant so far but is unsure if it will be used for the building of the stations, he also mentioned that the plans for the stations have been redesigned to make them a little smaller in size and that he believes the location for the north end station will be located by
the North Vermillion School Corporation, he stated that this is all still very preliminary and it could happen in a few months or years.
             Ordinance 2024-1 Amendment to General Ordinance 2022-6 Amendment to add penalties that are assessed after due date was read in full and again by title only, Tonya Cox made the motion to allow, Larry Wilson seconded the motion, motion carried by voice vote.
             Milisa explained that during the last audit the State Board of Accounts could not find the penalty rates in any of the newer ordinances and they suggested that the last ordinance on rates be amended to include the penalties that are already in place.
             A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $66,809.76, the water department claims in the amount of $20,490.91, the wastewater claims in the amount of $19,000.00, and storm water in the amount of
$2,346.34. The motion carried by voice vote.
             The meeting was adjourned at 7:15 pm with a motion by Tonya Cox and seconded by Jim Moore, the motion carried by voice vote.
