Meeting Minutes for January 9, 2024

                      Minutes of the January 9th, 2024 Meeting

           The Town Council held their regular meeting on Tuesday January 9th, 2023 at 7:00p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken withcouncil members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, and Attorney Henry Antonini all present. Jim Moore was absent. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the December meeting and financial report. The motion carried by voice vote.
           First up was the 2024 Appointments, Tonya Cox made the motion to retain everyone in the positions as they were in 2023 as well as the engineering firm and fire department contract, Jim Hall seconded the motion and with a show of hands for this motion, motion carried. The 2024 positions are as follows, Town Board President, Larry Natalie – Park Superintendent, Jim Hall – Town Attorney, Henry Antonini – Town Marshal, Curtis Stoffel – Water OfficeManager, Milisa Carty – Street & Water employees, Ralph Leonard & Jason Kite –Superintendent, Susan Crossley – Engineering Firm, HWC and renew contract with the Fairview Park Volunteer Fire Dept.
           There was a discussion about the sale of the two unused police cars, the cars had been discussed at a prior meeting but no motion was made to make them surplus or be let for bid, It was believed that the white police car had already been declared surplus over a year ago, Henry said to declare both cars as surplus and then they can be let for bid, it was decided to go with the highest bid with no minimum bid required on both vehicles since there are mechanical
issues with both of them, it was stated that if no bids are received the vehicles would be scrapped. Tonya made the motion to declare the cars as surplus and to allow them to be let for bid, Jim Hall seconded the motion, motion carried by voice vote.
           Brad Thompson spoke to the board about his plans for the property he bought at 128 Jackson St. he hopes to build duplexes there, twelve in total when all is complete. He said Eric Smith is doing the engineering for this project and he hopes to break ground in March, Larry reminded him that the town has a no dig policy in place till April for utilities. Brad said he plans to build three units at a time, when the first three are complete he would start on the next three. Mike Kelley asked about the utility lines in that area and Larry explained how he was
told it would be handled that a main would be gong in the location, not several different lines.
           Brad also asked about another property he owns between Lincoln & Fifth St. he wanting to know how he could run utility lines to it, Larry said he was unsure how to go about it where it is located at but he would look into it for him.
           Neil Costello spoke to the board about a purposed location for a county owned ambulance station, he explained that he is on a committee for the county looking into various locations to possibly build the stations for the county, one of the locations they are looking at is on First St. in Fairview where the old ball diamond was, Neil said the location there would get the ambulance where it needs to go quickly being right off of St.Rd. 63 and the area is plenty big enough to house an ambulance station stating that it would need no more than 3/4ths to one acre to build on. Neil said this is all just preliminary right now with the county looking into grants and such so they will know what they will have to move forward with, He asked the board what their thoughts were about this idea and possible location. The board was in favor of the idea and agreed it would be a good location, Fire Chief Chad Moore said it would be an asset to the town and would not affect the fire department, Mike Kelley expressed some concerns about the sirens and lights in the residential area, Neil stated that 99 percent of the
runs would be going towards St.Rd. 63 and there are no homes in that area because of the Dollar General Store. Neil had some beginning plans drawn up to show the board and reminded them that they were not set in stone, just general ideas of what could be.
           A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $41,954.09, the water department claims in the amount of $17,006.63, the wastewater claims in the amount of $8,058.96, and storm water in the amount of $28,811.89. The motion carried by voice vote.
          The meeting was adjourned at 7:40 pm with a motion by Tonya Cox and seconded by Jim Hall, the motion carried by voice vote.
