Town of Fairview Park
                  Minutes of the July 8, 2003 Meeting

  The Town Council held their regular meeting on Tuesday, July 8, 2003 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, David Crane and Norma Snedeker present. Council member, Tonya Smith and attorney Henry Antonini were absent.
  The minutes of the June meeting and financial report were approved with a motion by Norma and seconded by David. The motion carried by voice vote.
  The Council requested that Fire Chief, Doug Curry make an appointment to the Emergency Operations Equipment Board. Doug agreed.
  Leonard Akers advised that the flag fund has a balance of $629.50 after a $100 donation from the Lion's Club. The goal is $2,000.
  Sue advised she has not gotten gravel in the alley south of 6th and Fulton, but would get that done this week.
  Jim Hall advised that clean up had been done around the lift station at 6th and Fulton and that the adjoining property owners had also done some clean up.
  A complaint was voiced that the french drain at 6th and Fulton was not working. It will be checked.
  Tom Vietti told the Council that the property at 666 S. Davis could not be sold and asked if the Town could clean it up and then put a lien on the property. Carol LeMay also complained of the dead trees on the property that hang over her house. She advised that she feared for her safety. Larry and Jim will go by and check the property.
  Linda Kelley requested the approval of a mobile home permit for a 1993 16x80 mobile home to be placed on her mother's lot on Gilbert. A motion was made by Jim and seconded by David to approve the permit. The motion carried by voice vote.
  Neil Costello asked the Council to check on the before construction condition of the driveway south of him on Washington. He believes it was entirely asphalt, but white rock was put in after construction. Larry will talk to Lon.
  Neil also presented a proposal to remedy the standing water on Washington and 3rd Streets. Copies of the proposal were given to the Council members to review.
  Jim Ferguson asked the Council to consider paving 2 blocks of Fulton between 5th and 7th, Streets.
  A complaint was called in to the water office about high grass/weeds on the Rodney Hines property at 653 S. Gilbert.
  Doug Curry wants to test all hydrants for flow and color paint accordingly. A motion was made by David and seconded by Jim to allow the fire department to conduct proper testing and paint coding according to standards. The motion carried by voice vote. An ad will be placed in the newspaper advising residents prior to the testing.
  The Police Log was turned in for July.
  A motion was made by Norma and seconded by David to pay the Town claims in the amount of $8,982.16, the wastewater claims in the amount of $8,596.99 and the Water department claims in the amount of $6,619.20. The motion carried by voice vote.
  The meeting adjourned at 7:50 p.m. with a motion by David and seconded by Norma. The motion carried by voice vote.
