                      Minutes of the June 11, 2013 Meeting


          The Town Council held their regular meeting on Tuesday, June 11,2013 at 7:00p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, and Jim Moore and Attorney Henry Antonini was present. Council member Phyllis Lambert was absent. A motion was made by Tonya and seconded by Jim Hall to accept the minutes of the May meeting and financial report. The motion carried by voice vote.
        Sue advised that only one property has cut grass after receiving a letter. A motion was made by Tony and seconded by Jim Moore to mow the other properties as stated in the ordinance. The motion carried by voice vote. The Marshal was to deliver any notices that had not been picked up as certified mail.
        Leonard Akers said he felt the animal ordinance needs to be updated/corrected concerning birds/fowl.
         Eric Smith advised that bids were received and reviewed for the water project and his recommendation is to award the bid to the lowest bidder, National Water Services in the amount of $489,755. A motion was made by Tonya and seconded by Jim Hall to award the water construction bid to National Water Services in the amount of $489,755 contingent upon obtaining funding. The motion carried by voice vote.
        Teresa received from the state advising that the Motor Vehicle Highway fund will be receiving additional monies for the next few years.
         Jeff Beverly advised that he has built 2 duplexes and an apartment on Lincoln Street and Gilbert Street. He questioned whether be needed to pay for three or five sewer connection fees. The Council will look at the ordinances and advise him.
         Mike Kelley questioned whether the town was going to start charging the minimum sewer amount on empty lots that had a sewer tap. Larry advised according to Indiana Code the Town would be within the law to do so, but at this time nobody was being charged. Several residents voiced their opinions on the topic. Larry advised that the council would look at the ordinance and advise if there would be any changes to the current situation.
        Linda Kelley asked that Parke be blacktopped, if the additional money allowed. Several other streets/alleys were also mentioned. It was noted that the small increase would not be enough to cover any blacktopping.
        Neil Costello requested that the council look at modifying the burning ordinance. He is unable to enjoy his yard as there is burning several nights each week in his neighborhood. Jim Moore will review the ordinance.
        Leonard Akers noted that the park has no flowers or landscaping. He suggested that possibly the master gardeners would take on the project of planting wild flowers there.
         A motion was made by Jim Hall and seconded by Tanya to pay the Town claims in the amount of $10,461.35, the water department claims in the amount of $16,690.95 and the wastewater claims in the amount of $7,532.98. The motion carried by voice vote.
        The meeting adjourned at 8:34p.m. with a motion by Tonya and seconded by Jim Moore. The motion carried by voice vote.
