The Town Council held their regular meeting on Tuesday, June 8, 2004 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and our attorney Henry Antonini was absent.
The minutes of the May meeting and financial report were approved with a motion by Norma and seconded by Tonya. The motion carried by voice vote.
Stephen O'Dell and Brad Emmert, contractors for the housing project on 6th St. advised that they have applied for permits from IDEM and they needed to know who needs to test and inspect the sewer lines. The Council advised that Hannum, Wagle and Cline Engineering would need to inspect them. The Council indicated that they would accept the completed and inspected sewer line as part of the system. The contractors also requested a reduction or elimination of connection fees for sewer and water. They were also advised that they could use either concrete of asphalt to repair the street.
Mrs. Kelley complained of the water standing on Washington St after a heavy rain and the condition of her yard after the sewer construction ended. Mrs. Kelley was given the name and address for the sewer contractor and advised that Neil Costello would talk with her after the meeting to explain his plan for the water problem.
Joe Summers requested the status of the Reed property and also complained of cats on his property. Mr. Summers was advised to contact the Marshal on the cat problem and that we had no information on the Reed property since our attorney was absent.
Sue presented pictures of the Swan and Blackmore properties. There was no action taken due to our attorney's absence. Sue also advised that Tom Vietti requested that the town employees mow and clean-up the property next to him and he would pay for it. The Council advised Sue to clean it up. There were two other properties that needed mowed and letters will be sent.
The roof on the old town hall has been completed, requiring sheeting and roofing. Neil will repair window frames, using glass to replace the upper windows and using plywood or sheet metal to board up the lower windows and that they would paint the entire building.
A question was raised about spraying for mosquitos. Larry will check with IACT and advise concerning sprayer certification.
A complaint was voiced concerning the evergreen tree at 6th and Washington Streets blocking the view. A letter will be sent to the Kendrick's.
Residents requested dust control be put on Towne and Parke alleys this summer. Tonya voiced concern about a large tree on Washington that is leaning and looks ready to fall.
Mary Kay advised that Jim Hastings at 6th and Fulton wants to fence around the lift station. Rick Royal will check his plans.
Neil Costello addressed the flooding on Washington advising that his plan would be to put in catch basin where the flagpole is and if that helps will then put one on the east side. A motion was made by Tonya and seconded by David to approve the work. The motion carried by voice vote. A motion was made by Norma and seconded by David to pay the Town claims in the amount of $12,937.31, the wastewater claims of $7,902.49 and the Water department claims in the amount of $8,191.83. The motion carried by voice vote. The meeting adjourned at 8:20 p.m. with a motion by Jim and seconded by Tonya. The motion carried by voice vote.
