Minutes of the June 10th, 2025 Meeting
The Town Council held their regular meeting on Tuesday June 10th, 2025 at 7:00 p.m.
at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council
members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, and Attorney Henry
Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to
accept the minutes of the May meeting and financial report. The motion carried by voice vote.
First order of old business, Kristy Jerrell held the second and final public meeting for
the Water Improvement Construction Project, she explained that this grant is a very competitive
one and so far there are twelve applications for it, Kristy said this grant is for three things first
is to rehabilitate the interior and exterior of the towns storage tank, second is to install a
permanent emergency generator at the well tank and last to update the water meters to radio
meters, Kristy asked the residents who was in attendance of the meeting if they would like to
make any comments on this grant request, Larry spoke briefly about the meters being replaced
and the improvement it will have on the town reading meters. Jim Moore made a motion to
close the public hearing at 7:15, Tonya Cox seconded the motion, motion carried by voice vote.
Patrece Dayton, the Director of Business Development for THRIVE spoke to the board
about the many things THRIVE has to offer to local government and communities in there area,
she explained there are four main divisions of THRIVE, the largest is the aging division, she
talked about the many things they have to offer to the seniors in the community next is the
Transportation division with busses, she said Vermillion County has a regular bus route three
days a week which is free to residents or donations, the busses can be used for people with
disabilities to get to work, people going to doctor’s appointments, getting to a grocery store, the
third division is Community Development, it does various things for the communities such as
safe streets, this is to help them be ADA compliant. Patrece mentioned a new project called
Spark, it helps people with business ideas get a loan when banks have turned them down, and
the last division is Affordable Housing, she said THRIVE has been working with the county
commissioners doing a housing study for Vermillion County, she said this is not low income
housing it’s affordable housing, Larry asked about assistant living in our area he said we have
nursing homes but no assistant living, she said this might be something THRIVE could help
look into for our area.
Leonard Akers spoke about the passing of Jack Gilfoy in Clinton, he asked what would
happen in Fairview if something happened to Larry Natalie since the town board does not have
a vice president, Larry said that if he could not be here for what ever reason Tonya would run
the meeting and if he could not return the precinct committeemen for Fairview 1 & 2 would
appoint someone to the board, then the board would choose a new president.
Larry spoke briefly about the new state mandate of live streaming our town meetings
he said the town attorney is looking into it, Eric Jones explained a few things about the live
streaming that he has seen with the school board, city and county.
Scott Cox spoke about the sidewalks south of Professional Glass and asked the board to look into getting them fixed, he said they are in really bad shape.
A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns
claims in the amount of $14,392.42, water department claims in the amount of $20,606.50, the
wastewater claims in the amount of $10,035.50, and storm water in the amount of $2,346.34.
The motion carried by voice vote.
The meeting was adjourned at 7:50 pm with a motion by Tonya Cox and seconded by
Jim Moore, the motion carried by voice vote.
