                        Minutes of the March 11th, 2025 Meeting

            The Town Council held their regular meeting on Tuesday March 11th, 2025 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, and Attorney Henry Antonini all present, Jim Hall was absent. A motion was made by Tonya Cox and seconded by
Larry Wilson to accept the minutes of the February meeting and financial report. The motion carried by voice vote.
            Larry asked about the rescinding of Ordinance 2025-1, Milisa explained the ordinance
needed to be rescinded because there was an error in the figures, an older ordinance figures was used instead of the most current one, a motion needs to be made to rescind Ordinance 2025-1 then have a resolution drafted for the next meeting to be read, after that the correct rate
ordinance will be read and adopted. Tonya Cox made the motion to rescind Ordinance 2025-1 with Jim Moore seconding the motion, motion carried by voice vote.
            Tonya asked about the property on Davis St., Curtis said they still have not seen anyone living there and the trailer on Lincoln St. he said he had spoken to the grandson of the property owner and she had given the grandson permission to live there. Larry asked Henry if the town has the right to take the pool down that is on that property, Henry said we need to send a copy of the nuisance ordinance to her by certified mail, Curtis said he could get the correct address for the property owner.
            Resident Scott Cox asked why Towne St. was still closed. Larry tried to explain that Clinton City has an easement there for the school’s water lines which had a leak at that location and right now that line is not strong enough to handle heavy traffic, Larry said if the town allows traffic on it and that line would break causing another leak, we could be held liable. Scott said an easement is just allowing them to use it and the town still owns it, if Clinton is concerned about trash trucks on it then restrict them but our town residents should be allowed to use that street, after some discussion Larry said he would get with the mayor and see what
could be done. Scott also asked about looking into getting some grants to pave the gavel streets such as Parke & Towne.
            Neal Costello spoke about INDOT taking the flashing lights down on St.Rd.63 at First St. and installing some signs there, he has noticed that if you are on the side of the high school and look north they have put one of the big steel posts up right in your line of sight and it blocks the view of the south bound lanes, Neal said he has already contacted INDOT about
this problem, he also mentioned the yellow double lines in front of the high school he said they are faded and no one knows where the center of the road is and they need to be repainted, Neal said he might be able to help with the work on that and he requested that a couple of yield signs
be put up at Second & Lincoln streets by the highway. Neal also mentioned that the ambulance committee is still interested in having a station in Fairview but they have not met with the new commissioners about this yet and are not sure what their thoughts are on it.
            Fire Chief Chad Moore said the county commissioners had issued a burn ban for the entire county till April 11th.
            A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $15,147.32, the water department claims in the amount of $25,396.52, the wastewater claims in the amount of $6,400.58, and storm water in the amount of $2346.34.
The motion carried by voice vote.
            The meeting was adjourned at 7:25 pm with a motion by Tonya Cox and seconded by Jim Moore, the motion carried by voice vote.
