Minutes of the March l0th, 2026 Meeting
The Town Council held their regular meeting on Tuesday March l0th, 2026 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the February meeting and financial report. The motion carried by voice vote.
Larry mentioned the town did receive the grant from OCRA for the water utility and there are contracts that need to be approved by the board, the first one is from Jerrell Consulting & Grant Administration and the other is from HWC Engineering, these contracts are for thegrant and the work that will be done. Tonya Cox made the motion to accept both contracts, Jim Moore seconded the motion, motion carried by voice vote. Also, there is an invoice for Jerrell Consulting for the work that had been done for the grant that needs to be approved in the amount of$36,600.00 to be paid out of the grant. Tonya made the motion to approve the invoice, Larry Wilson seconded the motion, motion carried by voice vote
Larry Wilson asked about the sidewalk project, Tonya said right now we are waiting on
a contract from THRIVE.
Larry Natalie asked about abandoned cars around town, Curtis & Mike both said they are working on several around town, Curtis is working on one on Kibby St. and Mike has one on Kibby and another on Davis Streets, Larry asked about the car at Pike & Davis St., Mike said he would check on it. Curtis talked about the Clinton City court, he wants a contract or agreement with the city court to do our violations and tickets, Henry said we should first check with the Clinton City court to see if they would take them to prosecute, Cmtis said it would only be on our towns ordinances and it would be important for the town. Henry said he would check with the prosector on this. Larry mentioned one more location with problem vehicles on Third & Cherry, Curtis said he was aware of that location.
Larry mentioned the towns nuisance ordinance on weeds and said the town needs to
speak to the owner of the empty lot on Kibby St. that gets over grown each year, it's a problem that needs to be addressed.
Larry spoke about First St. in front of the schools and about the need for stripping the lines on the road, he said he has done research on who actually owns the road and drafted a letter in reference to this which he sent to the school superintendent and the president of the board of commissioners, He explained why he did this was because he got a phone call about the road which accused Fairview of not caring about the safety of the children due to the lack of visible markings on the road. Larry said the school superintendent has set up a meeting with all parties involved for March 26th at 1:00pm to discuss what needs to be done and how the cost will be split. Larry said he already has two bids for there-stripping one for $6500.00 and the other for $5500.00. Larry said what he found out in the documents he researched is the south lane is Fairview's the north lane is the counties and the turn lanes are the school's
A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $11,486.83, water department claims in the amount of $18,018.57, the wastewater claims in the amount of $6,949.37, and storm water in the amount of$2,346.34. The motion carried by voice vote
The meeting was adjourned at 7:30pm with a motion by Tonya Cox and seconded byJim Hall, the motion carried by voice vote.
