Minutes of the May 14, 2002 Meeting.
The Town Council held their regular meeting on Tuesday, May 14, 2002 at 6:30 p.m. at the Municipal Building. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and Attorney Henry J. Antonini present:
The minutes of the April meeting and financial report were approved with a motion by David and seconded by Tonya. The motion carried by voice vote.
Eric Smith, Hannum, Wagle & Cline advised that the paving on the westside of SR 63 would be completed within the next 30 days. Due to the weather a change order to extend the final completion date to June 30 was presented. A motion was made by Jim and seconded by Tonya to accept the change order. The motion carried by voice vote. A punch list has been started for any work that still needs to be completed. Eric presented an approved pay request for B & T. Eric advised the WWTP operating manual has been completed and given to Operator, Chuck Strobel. Eric will send a copy of B & T's videotape to the town to have available for review for any property owner's disputing the condition of their property.
One resident questioned if hook up to the sewer was required. Eric advised that it was mandated in the Indiana Code. Information was given to the resident for assistance in financing hook up and Eric will talk with RD representative this week.
Mick Mack, apartment owner wanted clarifications on deadline for hook up, permits and number of taps required. After discussion a 30-day extension for tapping onto the sewer was granted to Mr. Mack and the council will check with the rate consultant concerning the number of taps required for him. If a water meter needs to be replaced, the water department will pay for it.
Steve Reed questioned the placement of his lateral hook up. Eric advised the Council has the authority to extend the lateral, but another option for Mr. Reed would be to grant an easement to himself along the property line and then run the sewer line there. Eric will check into the cost of extending the lateral.
Susan Miller asked how residents know when inspector has been there. Chuck Strobel advised he inspects all lines within 3 days of being installed. It is then up to the contractor to fill in the ditch. It was suggested that another inspector would be beneficial.
Jody Carty complained about the water drainage problem at 3rd and Washington. Eric will check.
Mike Trover thanked the Council for the sewer and felt it would be a benefit to the community. He requested someone check the drainage coming down 3rd street and causing problems on the west side of his property and also requested road improvement on Chestnut.
Mike Kelley advised that Parke needs work, as it is a big mud hole. Brad Baysinger representing Babe Ruth Baseball sponsored by the American Legion requested the use of the ball field. Jim Hall will check and take care of this request.
Eric Smith advised there is a manhole at 2nd & Cherry that is plugged. He will check with Clinton to see if they can clean it out.
Leonard Akers requested that if there is money left for black topping that Railroad Street be considered.
A motion was made by Tonya to raise the water/wastewater deposit for renters to $100.00, Jim seconded the motion. The motion carried by voice vote.
Across the board summer rates will be in effect for July, August and September, based on January, February and March rates.
Jim Ferguson advised the alleys in his area need attention.
The Police Log was turned in for April.
A motion was made by Tonya and seconded by David to pay the Town claims in the amount of $10,811.56, the wastewater claims of $115,830.80 and the Water Department claims in the amount of $8,442.49. The motion carried by voice vote.
The meeting adjourned at 8:30 p.m. with a motion by David and seconded by Tonya. The motion carried by voice vote.
