Minutes of the May 10th, 2022 Meeting
The Town Council held their regular meeting on Tuesday May 10th, 2022 at 7:00 p.m.
at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council
members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry
Antonini all present. A motion was made by Tonya Cox and seconded by Jim Moore to accept
the minutes of the April meeting and financial report. The motion carried by voice vote.
The topic of the boarding kennel remained tabled.
Tonya Cox mentioned the trailer on Lincoln St., Larry said that he has had a discussion
with the town marshal about this, Curtis said his department is waiting on the town to take
down the pool that is in the way of other vehicles that need to be removed, he said they have
removed some vehicles from this property already and that the neighbor is doing some cleanup
work on it also. Larry said that Kim Hawkins with the health department is also working on this
issue.
Larry Wilson mentioned that there are several intersections that need stop or yield signs it was explained that to put up signs in a new area will need an ordinance since it is considered an enforceable sign, Jim Moore mentioned a few areas that are in need of stop signs, Larry said he will check on this, Curtis reminded them that the stop sign on Third and Jackson St. needs to be put back up
The Clinton Public Library sent a request to put up a banner on the fence in the towns
park for its Imagination Library, the board gave its approval for the banner.
Angie Riggen had a request about the tennis courts at the park, she would like to see it
turned in to a pickle ball court, she has already done some research on this an presented what
she found out to the board, she told the board that there are grants for things of this nature and
if they are interested in this project she would do more work and get more information for them
to possibly move forward with this idea. The board gave her there approval to proceed with the
research on the pickle ball courts.
The board discussed the ARP Funds and how they wish to use these funds, Larry
explained the fundamentals of how it can be used and what it cannot be used for, Milisa
explained that once a decision is made on how it will be spent she will have to draft an
ordinance for it just so there is a general idea of how it will be used and the time frame for
using this money is by 2024.
Larry spoke briefly about a mandate that could be coming down from IDEM about the
possibility of the town being responsible for replacing water lines that could contain lead, Larry
said that Eric Smith is already looking into grants for this in case it happens, Henry said he
would like to see the mandate before the town does anything, Larry said it is not a done deal but could be coming. Larry also mentioned to the board the idea of having meters that would only be used for water usage for those residents that use water for their pools or lawns, he said this is something he wants to look into.
Tonya Cox thanked Mike Ray for all he has done in his new position as the town’s
safety officer and Larry Wilson mentioned a pot hole on Fourth St. that needs patched
A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns
claims in the amount of $16,485.18, the water department claims in the amount of $13,450.73,
the wastewater claims in the amount of $38,853.30, and storm water in the amount of $2,346.34
The motion carried by voice vote
. The meeting was adjourned at 7:35pm with a motion by Tonya Cox and seconded by
Jim Hall, the motion carried by voice vote.
