Minutes of the November lOth, 2020 Meeting
The Town Council held their regular meeting on Tuesday November 1Oth, 2020 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the October meeting and financial report. The motion carried by voice vote.
Larry Natalie spoke about the UTV ordinance he briefly explained the ordinance and the use of the map. Ordinance 2020-5 Permitting Operation of Off Road Vehicles within the Corporate Limits of the Town was read by title only twice, Tonya Cox made the motion to allow Ordinance 2020-5 ·with Jim Hall seconding the motion, motion carried by voice vote. Larry mentioned that the town marshal would have copies of this ordinance and the map for
anyone interested. Curtis mentioned the golf cart ordinance, that his department will go out to check the carts and when the fee is payed they will receive the decal for the cart.
Larry spoke about the complaint from the last meeting that Tony Blackburn had brought before the board, Larry said he had spoken to Sue and as of now we are waiting on Arkie Oaks to come and patch the area.
James Williams a new reserve deputy for the town was introduced to the board.
Tom Downey asked about the property next door to his at 931 E. Third St. he mentioned he is interested in purchasing it. Larry explained the procedures of what needs to be done, first the town needs to declare that property surplus, than advertise and request sealed bids that would be opened at the next meeting, and that the property would be sold as is and will be subject to all real estate taxes. Jim Hall made the motion to make the property at 931 E. Third St. a surplus property and subject to all taxes, Tonya Cox seconded the motion, motion
carried by voice vote.
Larry English ask when the town was going to start the golf cart inspections, Curtis said there was a hold up with the decals but residents could call his department and set up an appointment and a deputy would come out to their residence and do the inspections, Curtis said he could inspect Mr. English's after the meeting if he would like.
Tonya mentioned that the Fantastic 4-H'ers on Nov 7th cleaned and racked Fairview's park and just wanted to say Thank you for all their hard work.
A motion was made by Jim Hall and seconded by Tonya Cox to pay the towns claims in the amount of $12,194.22 the water department claims in the amount of $19,851 .69 and the wastewater claims in the amount of $297,614.82 with bond payment of $26,506.25. The motion carried by voice vote.
The meeting was adjourned at 7:20pm with a motion by Tonya Cox and seconded by Jim Moore, The motion carried by voice vote.
