            Minutes of the November 9, 2011 Meeting


      The Town Council held their regular meeting on Wednesday, November 9, 2011 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Jim Snider, Phyllis Lambert and Jim Moore and our attorney Henry L. Antonini present. A motion was made by Jim Hall and seconded by Phyllis Lambert to accept the minutes of the October meetings and financial report. The motion carried by voice vote.
       Joanie Doane asked for an update on the Wright property. It was advised that Mr. Wright did redeem his property from the tax sale. A letter will be delivered to him by Marshal Strader giving him 10 days to clean up the property. If the property has not been cleaned by the end of the 10 days, the Town will proceed to clean it and place a lien on the taxes. Jeff Ingram advised that Mr. Tierney had done some work on his property, but he was not sure what.
      It was noted by Leonard Akers that the property south of the Iron Skillet also needed attention. The trees had been knocked down, but they remain on the property. Jim Moore will talk with the owner.
      Ordinance 2011-7, AN ORDINANCE AMENDING AN ORDNANCE ENTITLED AN ORDINANCE ESTABLISHING RATES AND CHARGES FOR THE USE AND SERVICES RENDERED BY THE WATERWORKS SYSTEM OF THE TOWN OF FAIRVIEW PARK, INDIANA, was read. A motion was made by Jim Moore and seconded by Phyllis Lambert to hold a public hearing on November 29, 2011 at 7:00 p.m. at the Town hall concerning the proposed rate increase. The motion carried by voice vote. A notice will also be published in the newspaper.
      A proposal by Mike Klyaic to clean the ditch along 4th Street between Chestnut and Plum for $3,500 was received. The Council approved the work to start next week.
Marshal Mike Strader advised that Billy Hoggatt and Kris Froschauer were no longer reserve marshals and that Travis Rusk and Brian Laney have been appointed to fill those positions. He also advised that he is in the process of setting up the Marshal's office in the old town hall.
      Jim Snider addressed the room advising that he had enjoyed serving on the Town Council and this could possibly be his last meeting as he was scheduled for open heart surgery next Wednesday.
      A motion was made by Jim Moore and seconded by Jim Hall to pay the Town claims in the amount of $13,451.60, the water department claims in the amount of $8,625.94 and the wastewater claims in the amount of $272,035.39. The motion carried by voice vote.
      The meeting adjourned at 7:45 p.m. with a motion by Jim Moore and seconded by Jim Snider. The motion carried by voice vote.

         Minutes of the Public Hearing Water Rate Increase
                              November 29, 2011


         The Town Council held a Public Hearing on the Water Rate increase on Tuesday, November 29, 2011 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Phyllis Lambert and Jim Moore present. Council member Jim Snider was absent
         Larry advised that the council was pursuing a water rate increase in order to maintain the water department and to ensure the continued quality of water and services to our residents. It was noted that the first raise of approximately $7.72 would be implemented on January 1, 2012 and the second proposed rate increase could possibly be decreased depending on the outcome of our grant application.
         Several questions and comments were received from the public, including questions about meter size, the scope of the project, salaries and putting off the project if no grant money is secured. The questions were answered and comments noted. It was explained that the sprinkler rate mentioned in the ordinance was for businesses that have fire sprinklers, not summer yard sprinklers.
         Each of the council members expressed their opinion.
        The meeting adjourned at 8:45 p.m. with a motion by Phyllis and seconded by Jim Hall. The motion carried by voice vote.
