Meeting Minutes for November 9, 2021

                             Minutes of the November 9th, 2021 Meeting

       The Town Council held their regular meeting on Tuesday November 9th, 2021 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the October meeting, special meeting and financial report. The motion carried by voice vote.
       Awarding of the bid for the town’s utility backhoe, four bids were received and the top bid was from Bill Simon in the amount of $15,081.00.Tonya Cox made the motion to accept the bid from Bill Simon, Jim Hall seconded the motion, motion carried by voice vote.
      Olivia Haworth from West Central Thrive was at the meeting to answer any questions the board may have about the ARP Funds, clerk/treasurer Milisa Carty had applied for the funds from the state and the town was awarded $206,864.00, the first installment of this has already been sent to the town and the second installment will be sent out in one year, the town has till 2026 to use these funds, Olivia explained how the funds can be used but before the town can use the money the board must establish an ordinance for its use and have a plan on how it will be spent. Olivia gave the board some examples of plans and how best to use the funds.
       Resident Loran Plunkett spoke to the board about wanting to build a dog boarding kennel next to her residence on Fulton St. she said there would be approximately ten kennels,Tonya asked if there would be inspections done by the state and Loran said there would be none for running the business, but there are rules and regulations she will have to abide by, Jim Moore said the board will have to look at everything before they could give her an answer about her request, Larry stated the board will have to take this under advisement and probably have a special meeting to get more information about this project, he also mentioned that she needs to know about the towns noise ordinance, Larry asked Loran to give the board any other information she may have about the project before the next meeting, Tonya Cox made the motion to table the Loran’s request, Jim Moore seconded the motion, motion carried by voice vote.
      There was a few town residents in attendance who are opposed to the kennel, Kyle Coletti presented the board with a petition with sixty eight names on it who are against the building of the boarding kennel, another resident asked about the towns sewer system and if the animal waste will be allowed in it, Larry said he has already talked to ERH who oversees the plant and said they have no basic concerns.
       Resident Debbie Pinon who lives on Lincoln St. was asking about the property beside her at 768 Lincoln St., she thought it was going up for a tax sale since the owner had passed away in 2018 but found out it was not, this is the same property that Tonya Cox has had concerns about, Debbie said she had checked with the county courthouse and found out a few things about the property, after a short discussion Henry said he would also look into the status of the property.
       A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $16,669.63, the water department claims in the amount of $13,249.40 with transfer Storm water $2,315.85, the wastewater claims in the amount of $7,438.01 with bond payment in the amount of $26,531.25. The motion carried by voice vote.
      The meeting was adjourned at 7:35pm with a motion by Tonya Cox and seconded by Jim Moore, the motion carried by voice vote.
