                Minutes of the October 9, 2012 Meeting


        The Town Council held their regular meeting on Tuesday, October 9, 2012 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Phyllis Lambert and Jim Moore and attorney Henry J. Antonini were present. Absent was council member, Tonya Smith. A motion was made by Phyllis and seconded by Jim Moore to accept the minutes of the September meeting and financial report. The motion carried by voice vote.
        The 2013 budget Ordinance 2012-9 was read. A motion was made by Jim Moore and seconded by Phyllis to pass said ordinance. The motion carried by voice vote.
        Teresa advised that the insurance premium for Bliss McNight is $1,657.00 more than we currently pay. A motion was made by Jim Hall and seconded by Phyllis to continue insurance with Forrest Sherer. The motion carried by voice vote.
        A motion was made by Phyllis and seconded by Jim Moore to stay with the current structure of our law enforcement. The motion carried by voice vote.
        It was decided to allow Trick or Treating on Halloween night only. A block ad will be placed in the paper.
        The new police squad is not road ready yet. A motion was made by Jim Moore and seconded by Phyllis to upgrade and install the radio from the EOC for $561. The motion carried by voice vote. Don Klinge would like to use the old squad (93 Caprice) for department transport for training. The Council will take under advisement.
        Fair Housing Ordinance 2012-10 was read. A motion was made by Jim Hall and seconded by Phyllis to pass said ordinance. The motion carried by voice vote.
        Larry Natalie advised that HWC was the only engineering firm to resubmit a contract for the water project. He requested permission to sign the contract after 10/11/12 on behalf of the Town. A motion was made by Jim Moore and seconded by Phyllis to grant permission. The motion carried by voice vote.
        Mary Kay advised that she had a customer request that they not be required to pay the sewer charge. Henry will check the ordinance and advise.
        Mary Kay also advised that currently there is a $2.00 fee for turning on and off the water. She asked that the fee be increased. A motion was made by Jim Moore and seconded by Phyllis to increase the fee to $10.00. There were 2 in favor and 1 opposed. Teresa will check with State Board of Accounts on correct procedure to raise the fee.
        Richard Reed thanked Jim Hall for an outstanding job on the ditch by his property on 2nd Street.
        A motion was made by Jim Hall and seconded by Phyllis to pay the Town claims in the amount of $25,562.95, the water department claims in the amount of $11,639.70 and the wastewater claims in the amount of $272,764.83. The motion carried by voice vote.
        The meeting adjourned at 7:37 p.m. with a motion by Jim Moore and seconded by Phyllis. The motion carried by voice vote.
