Minutes of the October 8, 2013 Meeting
The Town Council held their regular meeting on Tuesday, October 8,2013 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Phyllis Lambert and Jim Moore and Attorney Henry Antonini was present. Council member Tonya Smith was absent. A motion was made by Jim Hall and seconded by Phyllis to accept the minutes of the September meeting and financial report. The motion carried by voice vote.
Ordinance 2013-4 An ORDINANCE FOR APPROPRIAnONS AND TAX RATE was presented. A motion was made by Phyllis and seconded by Jim Moore to pass said ordinance. The motion carried by voice vote.
Jim Moore advised that the Council and attorney should review the burning ordinance for any suggested changes and present at the next board meeting.
Phyllis suggested the Fire Dept. sell burning containers as a fund raiser.
Don advised that the fire department contract with Helt Twp still has a few bugs to be worked out and will have a final copy for the next meeting. Neil Costello felt there needed to be a signature line for the Town Council to sign. Henry will look at.
Stoffel advised that USDA has shut down, but will notify him when they are back to work concerning a grant for police department.
Eric advised that notice to proceed was issued on Sept. 9. The test well tested good for volume and they are starting the production well. A progress meeting is set for Nov. 5 at 10:00. He estimated substantial completion date to be January 7, 2014.
Clerk Florinda Pruitt sent an email asking if Fairview Park would be interested in having the county conduct their primary election. An ordinance would be required. Henry will look at the sample ordinance provided and the Council will consider it.
Sue advised they were waiting on the software for the water rate increase. Larry will talk with Ed Kanizer about clean-up of his property at Fourth and Fulton.
Trick or Treat will be allowed on Halloween night from 6-9 p.m
Leonard suggested that all Council members run at large instead of having wards.
Henry will check to see how that can be accomplished.
Sue advised that a resident on Plum Street had filled the ditch with brush again. Stoffel wiII take care of.
A motion was made by Jim Moore and seconded by Phyllis to pay the Town claims in the amount of$23,162.33, the water department claims in the amount of$17,826.27 and the wastewater claims in the amount of $8,706.02. The motion carried by voice vote
The meeting adjourned at 7:35 p.m. with a motion by Phyllis and seconded by Jim Hall. The motion carried by voice vote.
