                                                       Minutes of the October 14th, 2025 Meeting

       The Town Council held their regular meeting on Tuesday October 14th, 2025 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the September meeting and financial report. The motion carried by voice vote.
       Tonya asked if load limit signs could be put up on Washington St. and on Geneva Hills Rd. Larry said the problem with that is the garbage trucks probably weigh more then the semi’s do, he said there was a load limit sign at St.Rd.163 and Washington St for awhile but there was a lot of conflict because of the trucks that have to deliver to business in town, Henry said he would look into what the town can do.
       Kristy Jerrell was here to read Resolution IOCRA-2025-02 A Resolution Authorizing Application Submission and Local Match Commitment, she read the resolution in full and again by title only, Kristy explained the new items that will be put in for this grant application, four new shut off valves which would mean less customers would be without water if a leak would happen. The amount of the grant will now be $750,000.00. she said for the most part everything else will be the same as the last application. The public hearing for this grant will be held on October 15th at 5:00p.m. in the town hall. A motion was made to accept Resolution IOCRA-2025-02 by Tonya Cox and seconded by Jim Moore, the motion carried by voice vote. Kristy said the submission will be on or before October 24th then it will be looked over to see if any corrections need to be made then the final application will be due on December 19th, we should know if we will get awarded sometime around the end of February 2026. Larry wanted to add the amount of our match is what the town was going to be charged for just refurbishing our tower he said it just made sense to try for a grant to update our systems.
Ordinance 2025-5 Adopting the 2026 Budget was read in full and again by title only, Tonya Cox made the motion to allow the 2026 budget with Jim Moore seconding the motion, motion carried by voice vote.
       Trick or Treat hours was briefly discussed with Tonya Cox making a motion to allow trick or treating on October 31st from 5:00 to 8:00p.m. Jim Moore seconded the motion, motion carried by voice vote.
There was a brief discussion about the town’s next meeting date. The                   November meeting will fall on Veterans Day, Larry asked the board what they wanted to do and it was decided to go with the original date of November 11th. 
       Curtis said he has started a monthly report from his deputies that just went into effect, he said it will show their calls, runs, times and milage, he also mentioned that Mike Strader is working on junk and abandoned vehicles around town.
       Chad Moore said his department is doing an update on the fire engine, they will be installing a camera on it to document their runs.
       A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $48,937.91, water department claims in the amount of $21,670.34, the wastewater claims in the amount of $18,982.33, and storm water in the amount of $2,346.34.
The motion carried by voice vote
       The meeting was adjourned at 7:25 pm with a motion by Jim Hall and seconded by Tonya Cox, the motion carried by voice vote.
