                          Minutes of the October 11, 2005 Meeting
 
  The Town Council held their regular meeting on Tuesday, October 11, 2005 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Tonya Smith, David Crane and Norma Snedeker and attorney Henry Antonini present.
  The minutes of the September meeting and financial report were approved with a motion by Tonya and seconded by Jim. The motion carried by voice vote.
  Jim Moore has made some phone calls concerning options on noise reduction in the town hall, but has not heard back. He will continue to try making contact.
  Nuisance Ordinance 2005-4 is still being revised due to advertisement cost and the repetitive issues covered under prior ordinances and Indiana Code.
  One resident requested the Council start now to find a certified sprayer for mosquitoes for summer 2006.
  A safety award plaque was presented to the town employees from Downey Insurance for workplace safety and loss control. Also a Quality Award Certificate was presented to the water utility for maintaining optimal fluoride levels for the year 2002.
  John Newman II requested that the parks be closed earlier than 10:00 p.m. during the fall and winter. Teresa will check to see if an ordinance is in place.
  A motion was made by Jim and seconded by Tonya to set Trick or Treating hours for Sunday and Monday (October 30 & 31) from 6:00 to 9:00 p.m. The motion carried by voice vote.
  Several questions were answered and comments heard concerning the sewer plant and its operation. Leonard Akers suggested the Town possibly using a golf cart for reading meters, due to the price of gasoline.
  Sue reminded all that November 15 is the cut off for digging in Fairview.
  Mike Kelley complimented Jim Hall on his diligence in checking on drainage problems on 9`h Street and on 2nd Street. He also requested that Parke be paved.
  A motion was made by Tonya and seconded by David to pay the Town claims in the amount of $21,068.96, the wastewater claims of $273,731.38 and the Water department claims in the amount of $10,400.05. The motion carried by voice vote.
  The meeting adjourned at 8:00 p.m. with a motion by Tonya and seconded by David. The motion carried by voice vote.
