Fairview Park, Indiana Town Council Passes VX Hydrolysate Transportation Resolution

After much discussion the Fairview Park, Town Council passed a resolution opposing the transporting of VX hydrolysate through their community. With many unknown and unanswered questions the council agreed that the citizens safety must be the top priority. This is a non-binding resolution, but clearly states the feelings the council has for it's town.
  Council member Norma Snedeker made the motion to adopt the resolution with council member David Crane seconding that motion. Board President Larry Natalie and council member Tonya Smith voted for passage. James Hall abstained from voting citing a conflict of interest, since he is employed at the Newport Chemical Depot.
  Fairview Park  just 12 short miles south of the army depot has become the first town in Vermillion County or the state of Indiana for such a resolution. With the water supplies for Fairview Park, and Clinton township's new wells in such close proximity to highway 63, plus the South Vermillion High school and South Vermillion Middle school complex so near it was a prudent move.
  It is estimated that somewhere between 2 and 4 million gallons of the VX hydrolysate chemical soup will be transported if the Army's plan succeeds. There already has been numerous traffic accidents at the 63 & 1st intersection, the situation should not  be compounded unnecessarily.
   Fairview Park, clerk treasurer Teresa Baker is transmitting a copy of last night's resolution to acting Secretary of the Army Les Brownlee.

                                                RESOLUTION 2004-2

RESOLUTION OPPOSING THE TRANSPORTATION OF HYDROLYSATE FROM THE NEWPORT CHEMICAL DEPOT FACILITY, LOCATED IN VERMILLION TOWNSHIP, VERMILLION COUNTY, INDIANA.

WHEREAS, the Fairview Park, Indiana Town Council are dedicated to the safety of their citizens and the quality of the environment; and

WHEREAS, the United States Army has plans to destroy VX nerve agent at the Newport Indiana facility; and

WHEREAS, The DuPont facility, a New Jersey industry, is the proposed location for the disposal of hydrolysate, the VX nerve agent by-product; and

WHEREAS, the impact of the hydrolysate on the Town of Fairview Park, Indiana and other Vermillion County communities is uncertain; and

WHEREAS, DuPont has not developed public acceptance of the disposal plan.

NOW, THEREFORE, BE IT RESOLVED that the Fairview Park, Indiana Town Council oppose the transporting of hydrolysate through our community, located in Clinton Township.

Adopted this 13th day of April 2004.

                                 NOTICE OF PUBLIC HEARING
       Notice of Amendment to Ordinance #2000-5 Rate Ordinance
   Notice of increase of fees to be collected by the Town of Fairview Park from the customers served by the sewage works of said Town.
   On the 14" day of June, 2005 at 7:00 p.m. at the Fairview Park Town Hall, 420 East 3'a Street, Clinton, Indiana, the Fairview Park Town Council will hold a public hearing to consider adopting an Ordinance Amending fees paid to the Fairview Park Municipal Sewer Utility. The proposed ordinance would amend the fees as set out below.
                                           ORDINANCE #2005-3
           AMENDMENT TO ORDINANCE #2000-5 RATE ORDINANCE
An ordinance amending a schedule of rates and charges
To be collected by the Town of Fairview Park from the owners Of property served by the sewage works of said Town.

WHEREAS, the Town Council of the Town of Fairview Park, has found it necessary to amend the schedule of rates and charges to produce sufficient revenue to pay expenses of maintenance and operation and to provide funds for necessary replacements and improvements to the sewage works, all in a manner in accordance with guidelines of Rural Development, and to pay the principal and interest on outstanding and proposed revenue bonds in accordance with the applicable bond ordinances; now therefore amend

Section 2.
(a) Metered Water Users:
The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges, as the same is measured by the water meter there in use, plus a base charge, except as herein otherwise provided. For the purpose of billing and collecting the charges for sewage service, the water meters shall be read monthly (or period equaling a month). The water usage schedule on which the amount of said rates and charges shall be determined is as follows:

(b)Unmetered Water Users:

For users of the sewage works that are unmetered water users or accurate meter readings are not available, the monthly charge shall be determined as an average of single family dwelling units, except as herein provided. Sewage service bills shall be rendered once each month (or period equaling a month). The rate shall include a base rate as listed above plus an estimated treatment charge based on estimated usage as applied to the above treatment rate as follows:
