             Minutes of the September 11, 2012 Meeting


           The Town Council held their regular meeting on Tuesday, September 11, 2012 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Phyllis Lambert and Jim Moore and our attorney Henry Antonini were present. A motion was made by Tonya and seconded by Jim Moore to accept the minutes of the August meeting and financial report. The motion carried by voice vote.
          Teresa presented the 2013 budget. There were no questions or comments.
Jim Hall advised that Barnhart Home Improvement replaced the 4 remaining windows and wrapped the other two at the old town hall. He advised that the windows have a 25 year warranty.
           Teresa advised that the wrong total for the water bills was read at the August meeting. The correct amount was $11,707.66.
           Terri Williamson and Mike Gunn from Bliss-McKnight Insurance presented information on insurance for the fire department. The accident insurance would pay through age 67 instead of the current 5 years. Other information was presented and questions answered. Fire Chief Don Klinge advised that he has no complaints with the current company, but this company offers risk management training and the additional years of accident coverage. The Council will take under advisement.
           Clinton City Police Chief presented a proposal for police protection for the Town. His written proposal was given to the Council. It included answering calls and patrolling for the town for the yearly cost of $25,000 plus the lease of the Town's current squad cars. Comments from the public indicated that they were not in favor of this.
           Jim Hall presented an estimate for $4725 from Barnhart Home Improvement to replace the 10 basement windows and the steel door at the old Town Hall.
           Leonard Akers asked the status of the grant. Larry advised that we did receive the $500,000 grant for the water project. We will be moving forward on that as scheduled.
           Nick Hall advised that Clinton City is selling a 2006 Crown Vic with $54,000 miles on it for $1,000 and approximately $850 worth of work is needed on it to bring it up to snuff. A motion was made by Tonya and seconded by Phyllis to purchase the car. The motion carried by voice vote. Nick also advised that the department has 3 new Tasers which were mainly financed by the Vermillion County Prosecutor. He contributed $2,600 towards the cost.
          Sue advised that she has not received pricing on topping and/or removal of the trees west of the town hall.
           A motion was made by Jim Hall and seconded by Tonya to pay the Town claims in the amount of $12,556.40, the water department claims in the amount of $9,925.37 and the wastewater claims in the amount of $9,591.57. The motion carried by voice vote.
           The meeting adjourned at 8:02 p.m. with a motion by Phyllis and seconded by Tonya. The motion carried by voice vote.
