Minutes of the September 8th, 2020 Meeting


          The Town Council held their regular meeting on Tuesday September 8th, 2020 at 7:00
p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with
council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney
Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson
to accept the minutes of the August meeting and financial report. The motion carried by voice
vote.
          Larry opened the meeting by allowing the public to address the board with their
questions and concerns, Becky Kelly was the spokesperson for the eleven residents in
attendance, she and the other residents wanted to know why UTV side by sides are not allowed
on the town streets, she drafted a letter to the board which she read aloud requesting the town
board to allow UTV’s on the streets, her and some of the other residents did not know they
were illegal to drive on the town’s streets and expressed concern about this. Jim Moore
explained the towns reasoning for not allowing them in town, safety was the biggest reason he
stated that him and other members of the board have seen many UTV”s speeding, disregarding
stop signs and children not in car seats or even strapped in and that most of the streets in town
do not have sidewalks, the residents said those reasons could apply to golf carts and other
vehicles. After much discussion and debate over allowing the UTV’s on the town streets Larry
said the board could look into setting up routes thru town so the UTV’s could get to the county
roads or into Clinton, the residents said that would be a big help.
          Larry ask the board if they were ready to adopt the golf cart ordinance, after some
discussion about the ordinance Larry asked how they should get the word out to the town’s
residents about the changes to the ordinance, Henry said the only requirement the town had was
to have ordinance published in the paper and post it on the board outside the water office,
Henry stated that the ordinance would go into effect thirty days from publication. Due to the
length of the ordinance it was read by title only twice, Ordinance 2020-3 Authorizing operation
of golf carts on the town streets, Tonya Cox made the motion to allow Jim Moore seconded
Larry requested a show of hands for passage of the Ordinance 2020-3, motion carried by show
of hands. Curtis had some questions about the new ordinance, who will take the fees, will there
be inspections and stickers for the carts, Larry said once the ordinance is in effect for Curtis to
publish a day or two for which to hold the inspections, the fees collected would be turned into
the office workers or the clerk/treasurer.
          Larry mentioned he would like to have a full time officer for the town, Curtis said he
had heard that Clinton City was using the public safety fund for wages, Larry ask Milisa to look
into this for the town.
          The 2021 public hearing for the town’s budgets was held with the clerk/treasurer
reading the budgets aloud the adoption for the budgets will be at the October meeting.
          A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns
claims in the amount of $10,730.68 the water department claims in the amount of $12,271.51
and the wastewater claims in the amount of $21,500.63 with bond payment of $26,506.25. The
motion carried by voice vote.
          The meeting was adjourned at 8:40pm with a motion by Tonya Cox and seconded by
Jim Hall, The motion carried by voice vote.

                                Minutes of the September 30th, 2020 Special Meeting

             The Town Council held a special meeting on September 30th, 2020 at 6:00 p.m. at the town hall. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore, all present, Attorney Henry Antonini was absent
            The topic for the special meeting was to discuss allowing UTV’s on the streets of Fairview Park
             Larry opened the meeting by asking the board members what their thoughts was on this subject, each member gave their thoughts and ideas and all agreed to having routes for the UTV’s to use to get thru town. Larry requested a motion be made to allow UTV side by sides and ATV’s as long as they operate by the speed limits of the town and comply with all DNR rules and regulations. Jim Moore made the motion to allow UTV side by sides on the designated routes thru town, Tonya Cox seconded the motion, motion carried by voice vote.
             Larry gave a few examples of the possible routes he has drawn up for the UTV’s to use to get them to the county roads or to Clinton. Larry explained the reason for the routes is because most of the streets of Fairview do not have sidewalks and his concern is for the safety of the residents.
             A resident ask about having special events or rides thru town, Michael Ray said to let the board know of any such events so the police department would know what is going on and could help with traffic or parking.
            The meeting adjourned at 6:30 p.m. with a motion by Tonya Cox and seconded by Jim Moore. The motion carried by voice vote.
