Meeting Minutes for September 12, 2023

                               Minutes of the September 12th, 2023 Meeting

            The Town Council held their regular meeting on Tuesday September 12th, 2023 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to accept the minutes of the August meeting and financial report. The motion carried by voice vote.
             Angie Riggen was unable to attend the meeting, Jim Hall give a quick update stating that right now he is doing some cleaning and maintenance around the park and it looks like the courts are almost complete.
            Tonya asked about the property on Lincoln St. Mike Ray said there is an individual cleaning the area up and currently has a camper on the property but is not staying there overnight, Mike said this individual is hoping to purchase the property and has plans to get rid of the pool and vehicles located there.
            Leonard Akers asked about the electric speed limit signs Curtis said he has been told there is a October delivery date for them.
            Tom Luft presented the board with a letter, in it he expressed his appreciation for what has been done with the property across from him however he feels that the court order that was received by the town was as much a loss as a win, he stated that the order did not address the ordinance violations that are still going on with the property he mentioned three violations in the letter 1) Section 2-2 Accumulation of Rubbish 2) Section 2-8 Weeds and Rank Vegetation 3) Section 2-9 Dangerous Building. Larry said the town is currently working on these violations and the town marshal is trying to serve papers to the owner regarding these violations.
            Leonard Akers expressed his concern about children riding their bicycles on Jackson St. in an unsafe manner.
             2024 Budget Hearing for the town’s budget was held with the clerk/treasurer reading the budgets aloud, the adoption for these budgets will be held at the October meeting.
            Ordinance 2023-3 Additional Appropriation for the purchase of a vehicle for the town marshal in the amount of $7,000.00 was read in full and once again by title only, Tonya Cox made the motion to allow, Jim Hall seconded the motion, motion carried by voice vote.
            Reduction Resolution 2023-4 a Resolution to amend the 2023 Budget by Reducing Certain Appropriations, the reduction will be in the ARP fund in the amount of $100,000.00 the resolution was read in full and again by title only. Tonya Cox made the motion to allow, Jim Moore seconded the motion, motion carried by voice vote.
             Leonard Akers asked about having the utility pole on the town hall parking lot moved since it is leaning and in a bad location.
             A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $32,419.81, the water department claims in the amount of $19,478.13, the wastewater claims in the amount of $61,599.87, and storm water in the amount of $2,346.38. The motion carried by voice vote.
            The meeting was adjourned at 7:30 pm with a motion by Tonya Cox and seconded by Jim Hall, the motion carried by voice vote.
