                                      Minutes for September 10th, 2024 Meeting

                The Town Council held their regular meeting on Tuesday September 10th, 2024 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, Jim Moore and Attorney Henry Antonini all present. 
               A motion was made by Tonya Cox and seconded by Larry Wilson
to accept the minutes of the August meeting and financial report. The motion carried by voice vote.
                Larry Wilson asked about the street signs, Milisa explained some of the signs had been back ordered and that Sue expects them to be delivered sometime in the next month
Larry Natalie showed the board the new sign the town had made for the pickle ball
courts in honor of Angie Riggen for all the hard work she did to make the courts happen, the board agreed to try to get together with her for a picture.
                Mike Kelley asked about a tree on Jackson St. that had been cut down, he wanted to
know if the town could come and pick up the remaining tree trunk that was left, Larry said he had 
seen the tree trunk and that it was too big for us to move, Mike asked if it was cut up in smaller 
pieces would the town pick it up then. Larry said the problem the town has is we never planted the trees, we inherited them and that he has been doing some reading on state statues about 
right-a-ways, the tree could be in the towns right-a-way but the property owner is who maintains it, he said if the tree falls in the road due to a storm or high winds it is the towns 
responsibility to clean it up, however if the property owner wants the tree taken down for whatever reason it’s the responsibility of the property owner. Mike said the tree was in very bad shape and it could have hurt someone, Larry said the town has a lot of trees like that and not enough money to have them taken down, Mike suggested that more money should be but towards taking down all the old damaged trees in town, Milisa explained that if more money is put towards tree removal it would have to come from another fund and our budget is already
cut back due to the decrease in property taxes the town receives.
                2025 Budget Hearing for the town’s budget was held with the clerk/treasurer reading the budgets aloud, the adoption for these budgets will be held at the October 8th meeting.
                Larry asked James Williams if it would help to have copies of the towns golf cart ordinance to pass out when they pull a golf cart over that doesn’t have a town permit on it,
James said would because most people don’t know they are in Fairview, they think they are still in Clinton and a lot of them will say they don’t need a permit in Clinton. Larry said he has read Clinton’s ordinance on golf carts and it mirrors our ordinance, Jim Moore said he has seen several carts running around town that are in violation with no lights, turn signals, seat belts.
                Larry Wilson asked for two emergency stop signs at the corner of 2nd & Gilbert streets, there is already stop signs at that intersection in the north & south bound lanes, Larry Wilson said the resident who lives on the corner there has watched several close calls for accidents at that intersection, after some discussion Tonya suggested to move the electronic speed limit sign to the area of the intersection for now, Larry Natalie said he would look into this problem also
                A motion was made by Tonya Cox and seconded by Larry Wilson to pay the towns claims in the amount of $19,153.67, the water department claims in the amount of $19,543.81,
the wastewater claims in the amount of $32,139.51, and storm water in the amount of
$2,346.34. The motion carried by voice vote.
               The meeting was adjourned at 7:40 pm with a motion by Tonya Cox and seconded by
Jim Hall, the motion carried by voice vote.
