Minutes of the August 11, 2009 Meeting
The Town Council held their regular meeting on Tuesday, August 11, 2009 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, David Crane and Jim Moore present. Absent were council member Janet Troglio and Attorney Henry L. Antonini.
Larry Beard questioned if the property on Towne had been inspected by a councilmember. Jim Moore advised that he had inspected it. Larry advised that the Council would follow the advise given by their attorney and requested that Marshal Newman advise the attorney that a court order needed to obtained to clean up this property.
Mike Kelley advised that the drainage was excellent at 3rd and Washington, but that both pits needed cleaned out before winter.
Leonard Akers asked about the bleachers at the ballpark. He was advised that the bleachers were given to the Clinton softball league.
Ordinance 2009-4 DRUG FREE WORKPLACE ORDINANCE and Ordinance 2009-5 FAIR HOUSING ORDINANCE were summarized and read by title. Both ordinances need to be passed in order to qualify for the OCRA grant. A motion was made by Jim Moore and seconded by David to pass said ordinances. The motion carried by voice vote.
The 2010 budget totals were read and questions answered. A motion was made by Jim Moore and seconded by Jim Hall to accept the proposed budget. The motion carried by voice vote.
Jim Moore requested to add two reserves to the marshal's department. A motion was made by Jim Moore and seconded by David to add two reserves to the marshal's department for a total of four reserve officers. The motion carried by voice vote.
The current reserve officers were complimented for their work. A suggestion was made to pay the reserves a clothing allowance. Teresa will check into.
Mike Kelley commended the town employees for their work in the storm clean-up.
Larry advised the Marshal to implement a mileage log to be turned in to the council monthly.
The Fire Dept. chicken BBG will be August 29th. The pits are almost complete with a cost of approximately $5,000.
A motion was made by Jim Hall and seconded by Jim Moore to pay the Town claims in the amount of $12,135.72, the water department claims in the amount of $7,882.11 and the wastewater claims in the amount of $7,143.84. The motion carried by voice vote.
The meeting adjourned at 7:50 p.m. with a motion by David and seconded by Jim Hall. The motion carried by voice vote.
