Minutes of the August 9th, 2016 Meeting
The Town Council held their regular meeting on Tuesday August 9th, 2016 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken \Vith council members Jim Hall, Larry Natalie, Tonya Smith, Phyllis Lambert, Jim Moore, all present and attorney Henry Antonini was absent. A motion was made by Tonya Smith and seconded by Jim Moore to accept the minutes of the July meeting and financial report. The motion carried by voice vote.
Phil Bennet said there are no current updates for the fire department, but he did speak
briefly about the fire that happened on Sunday Aug. 7th, he said it was a broken gas line and no
one was hurt.
Leonard Akers made a request that in future meetings the person speaking come to the front of the room so everyone could hear them speak, Larry said the board would consider his request.
Jim Hall spoke about the lights at the basketball court he said the problem was a loose wire. Mike Kelley asked about LED lights for the court, Jim said we have a few in place now.
Mike Kelley also ask about the habitual violators, the people who the town has to get on about such things as mowing grass, he ask if the town could increase the penalty for such problems. Larry said most of the violators are not residents of Fairview he gave an example of a property by him that he called on and had to end up mowing it himself.
Thane Doan spoke about the railroad crossing on Forth St. he said the crossing on the Clinton side needs cut back, that the warning lights are hard to see he ask Larry if he \VOuld contact the Mayor of Clinton to see ifthe city would cut back the brush from the crossing. There was a discussion about the crossing having a train on the tracts for long periods of time blocking that crossing. Mike spoke briefly about the noise coming from the Rail Car plant, he said it's getting louder and it's all night long.
Larry spoke about being proactive about getting the lots in town cleaned up, he told
Sue to send out letters to anyone who is in violation, he suggested that the to'Wn workers be on the lookout for lots and property that are over grovvn and report back to her to issue the letters. There was a discussion about the house on Cherry St. that burned Larry said that Larry Beard isn't going to do anything about the property on Cherry St. so the to'Wn will have to find a way to handle the problem, he said the to'Wn needs to speak to our attorney about what we can do. Larry also wants to speak to Larry Beard about what the town can do about buildings that have been damaged by fire or storms and how the to\\In can take care of them in a timely manner and if there would be any assistance from his office such as any statues that the to\\In could usc.
A motion was made by Tonya Smith and seconded by Phyllis Lambert to pay the to·wn
claims in the amount of$13,631.19 the water department claims in the amount of$12,033.99 and the wastewater claims in the amount of$6,174.78. The motion carried by voice vote.
The meeting was adjourned at 7:20p.m. with a motion by Jim Moore and seconded by
Tonya Smith. The motion carried by voice vote
