                                      Minutes of the August 14, 2018 Meeting


            The Town Council held their regular meeting on Tuesday August14th, 2018 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present. A motion was made by Tonya Smith and seconded by Jim Moore to accept the minutes of the July meeting and financial report. The motion carried by voice vote.
          Curtis gave his Marshal update, he said about a third of the town’s street lights are being worked on with several more to go, He spoke about the grant for the new police car and that he is soliciting help from local businesses for help with the grant match. Curtis mentioned that he would like to get the departments AED running and also look into purchasing bullet resistant vests for the department he will get quotes for the vests and present them to the board at a future meeting. Tonya asked Curtis to look into a property on Davis St. she said it is a mess and is unsure if anyone is living on the property.
          The sale of the surplus properties was discussed, Milisa informed the board that the properties was advertised in June and up to the meeting in July, there was no inquiries or sealed bids received on the properties and she needed to know how the board wanted to proceed with it, after some discussion the board decided to wait a couple of months and then re-advertise for sealed bids on the two properties
          Mike Kelley asked Curtis to look into a property on Jackson St.
          Larry gave a quick update on the storm water project he said the project is about 29% complete, they are moving the water line to the east side of Plum St. when that is done they will go back to Third & Plum to go south towards Fourth St. to tie in, the last tie in will be Fourth & Chestnut but a phone line has to be moved first. Larry said right now everything is temporary when the project is done all the mailboxes and driveways will be replaced. Sue asked if they was on schedule and Larry said yes, maybe even a little ahead of schedule
          Ordinance 2018-8 A Ordinance for Traffic Yield Signs in the Town of Fairview Park was read in full and again by title only, Tonya Smith made the motion to allow, Jim Hall seconded the motion, motion carried by voice vote
          Flood Control Loan Program disbursement request needed the authorized signature of Larry Natalie, the request was for payment to HWC Engineering, Tonya Smith made the motion to allow Larry to sign the disbursement request Jim Moore seconded the motion, motion carried by voice vote. Next was a Contractor’s Application for Payment that needed signed by Larry, the motion for it came with a stipulation that Kristy Jerrell received all the correct documentation  from the contractor, Jim Hall made the motion to sign the document but not to administer it do to the stipulation Tonya Smith seconded the motion, motion carried by voice vote
           The Clerk/Treasurer informed the board that at the hearing for the town’s budget in July, Dawn Ray with DLGF informed her that the town’s budget for 2019 was covered but the town was spending more than it is taking in and that could affect future budgets. 
           A motion was made by Jim Moore and seconded by Larry Wilson to pay the towns claims in the amount of $29,024.62 the water department claims in the amount of $20,966.58  the wastewater claims in the amount of $34,718.00 and the storm water claim in the amount of $14,400.00   The motion carried by voice vote.
          The meeting was adjourned at 7:25pm with a motion by Tonya Smith and seconded by Jim Hall. The motion carried by voice vote.
