Minutes of the August 12, 2008 Meeting
The Town Council held their regular meeting on Tuesday, August 12, 2008 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members James Hall, Larry Natalie, Janet Troglio, Norma Snedeker and David Crane and Attorney Henry L. Antonini present.
The minutes of the July meeting and financial report were approved with a motion by Jim and seconded by David. The motion carried by voice vote.
Sue reported that the "Children Playing" sign has been installed on Davis St. She also advised that the mowing nuisance violations are being taken care of. All the properties have been cleaned up with the exception of the one on Jackson and the back of the one on Third Street. These will be done by the end of the week.
Mosquito spraying has been on track with the exception of missing one week due to rain and storms.
Teresa advised that she has been working with FEMA on 2 grants for damage done during the storms the end of May and first part of June. One grant has been completed and submitted for review and the second is still ongoing. Payment on these grants could take two to three months.
The 2009 budget pre-adoption meeting has been set for Wednesday, August 27th at 7:00 p.m. at the Town Hall.
Sue advised that the Street Department would need a new snow plow before winter. She was advised that funds should be available.
Mike Kelley Thanked everyone for their work cleaning up after the storm. He said that if anyone has any questions or problems with the Wyres/Kelley properties to please contact them. He advised that the house on Pike Street will be torn down and removed this fall.
Leonard Akers asked about NFIP insurance. Teresa advised that she had spoken with FEMA representatives, checked their website and called local insurance agents. As far as FEMA is concerned we are a member of the NFIP. The FEMA website doesn't list Fairview Park as either belonging or not belonging and the insurance agent has been out of the office. Jeff Gosnell advised that he had flood insurance. Teresa will continue to check the status.
Leonard also advised that we may want to check with Congressman Ellsworth's office on grants as we may need to re-apply. Larry will check. Questions were asked whether Jeff Beverly had been in contact with the Town before putting up the pole barn and removing the sidewalk on Fourth Street. No one had been contacted.
Mrs. Nestler asked if a business could come into Fairview Park without Board approval. She was advised that Fairview Park has no zoning, so it was possible. It was advised that the rumors she had been hearing concerning fast food restaurants on First Street were untrue, but there was a possibility of a retirement complex being built there.
Mike Kelley requested that the trees be trimmed on Parke Street and asked the Town to contact the cable and telephone companies asking them to move their cables to the new poles on Parke. Teresa will write a letter requesting same.
A motion was made by Norma and seconded by Janet to pay the Town claims in the amount of $9,494.44, the wastewater claims of $6,294.87 and the Water department claims in the amount of $11,326.42. The motion carried by voice vote.
The meeting adjourned at 7:30 p.m. with a motion by David and seconded by Norma. The motion carried by voice vote.

Minutes of the August 27, 2008 Meeting
The Town Council held the Budget Pre-Adoption Meeting on August 27, 2008 at 7:00 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Janet Troglio, David Crane and Norma Snedeker present.
The 2009 budget was reviewed and discussed. There was no public comment.
The meeting adjourned at 7:10 p.m. with a motion by Norma and seconded by David. The motion carried.
