                   Meeting Minutes for August 8, 2017


                The Town Council held their regular meeting on Tuesday August 8th, 2017 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present.   A motion was made by Tonya Smith and seconded by Jim Hall to accept the minutes of the July meeting and financial report.  The motion carried by voice vote.
                Neil Costello spoke on the firehouse renovations as of now the renovations are on hold till next year.
                Curtis Stoffel gave his Marshal report for the month, he spoke about the first day of school and the town had some extra patrols for it, he mentioned the cars that have new tires and he spoke about having some extra patrols coming up for the town and that the facebook page is doing real well, also by the next meeting he may have two new reserve deputies to present to the board.
                Jim Hall ask about the property on Jackson St. and how to go about selling it, Henry said an ordinance must be passed for surplus property and it must describe the property that is going to be sold and that it has to be publicly marketed.
                Larry Natalie spoke about the Storm Water project and why it is very important to the town, he explained how lucky the town is to be considered for the grant, there was several questions asked and concerns mentioned, most of the it had to do with the rate fee for the project, Larry answered as many questions as he could and referred the rest to the public meeting at the end of the month. He did explain that the project and the fee will not go forward unless the town receives the grant. Leonard Akers ask if a sunset clause could be implemented for the project, Henry said that it couldn’t be done.
                 2017-5 Ordinance of the Town of Fairview Park, IN. creating a department of Storm Water Management and Special taxing District was read in full and again by title only, Tonya Smith made the motion to accept the ordinance and Jim Moore seconded the motion, motion carried by voice vote.
                 2017-6 Establishment of Fee for the Storm Water Utility for the Town of Fairview Park, IN. was read in full without the rate fee, Larry ask the board to discuss and decide on the fee for this ordinance, after some discussion a motion was made to set the rate fee at $5.00 per month by Jim Moore, Jim Hall seconded the motion, motion carried by voice vote. Larry then ask Henry if a motion would be needed for the rate to be implemented, after some discussion Henry said yes a motion would be needed to implement the rate upon approval of the grant, Ordinance 2017-6 Establishment of Fee for the Storm Water Utility for the Town of Fairview Park, IN. was read again in full with the rate set at $5.00 per month and it was read by title only a second time. Jim Moore made the motion to accept the ordinance and Jim Hall seconded the motion, motion carried by voice vote. Now Larry ask for a motion to implement the date for the rate to go in to affect, Tonya Smith made the motion that, If the town does not receive the grant this rate will not go through and if the grant is awarded to the town the fee will go in to affect in January 2018, Jim Hall seconded the motion, motion carried by voice vote.
                There was some discussion about how to get more residents involved with the town and its meetings.
                Leonard Akers spoke about how the town does there ordinances, he said he had spoken to AIM and they said there must be a written ordinance stating how ordinances are to be adopted.
                Neil Costello spoke about the departments FEMA grants and the field audit they had recently received they were told the department had done a good job.
                There were some complaints about tall weeds at 427 Davis St. and also at 225 Washington St., Curtis said he would look into it.
                The public hearing for the Storm Water Project will be August 31st at 6:00 pm in the town hall.                   A motion was made by Tonya Smith and seconded by Jim Hall to pay the towns claims in the amount of $12,885.50 the water department claims in the amount of $15,129.47 and the wastewater claims in the amount of $10,990.66. The motion carried by voice vote.
               The meeting was adjourned at 8:35pm with a motion by Tonya Smith and seconded by Jim Moore. The motion carried by voice vote.
