                                 Minutes of the December 13th, 2016 Meeting

                The Town Council held their regular meeting on Tuesday December 13th, 2016 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson and Jim Moore, all present.  Attorney, Henry Antonini was absent. A motion was made by Tonya Smith and seconded by Jim Moore to accept the minutes of the November meeting and financial report.  The motion carried by voice vote.
                The neighborhood watch update was not done due to no one here to speak on the subject at this time.
                Solicitation ordinance, with attorney Henry Antonini absent there was no one here to speak on this subject also.
                Ordinance 2016-5, Surplus car ordinance was read aloud in full and again by title only a motion was made by Tonya Smith to accept the ordinance and Larry Wilson seconded the motion. The motion carried by voice vote.
                Leonard Akers thanked the town for taking care of the pot hole on Second St. and he reminded the board about the acoustics problem in the hall, Larry Natalie said the board is still looking into that problem.
                Larry Natalie asked Sue about the towns patching jobs and she informed him that the work had been completed.
                Jeff Gosnell spoke on behalf of Mike Kelley who could not attend the meeting, to remind the board about the sewer rate when not in use, Larry Natalie said he had been in contact with Pat Callahan about this and they have discussed a few options for the rate, he said however there will be a charge for the snowbirds, since it is there choice to leave.
                Jeff Gosnell was also here  representing his daughter and son-in-law who had received a letter from the town about the nuisance ordinance, Larry explained that several property owners had received the letter and the town was pleased with the progress his daughter and son-in-law has already made with cleaning up there property. Jeff explained that his daughter and her family don’t have much time to work on the property put they are trying. Larry said all the town was looking for was some cooperation from the owners who received the letters. Jeff also mentioned that the ACLU is looking into nuisance ordinances and they are backing the property owners from illegal searches, Larry thanked Jeff for the information.
                Neal Costello mentioned the Christmas lights on the fire dept. and how they had been wanting to do that for a while, several residents said how nice they looked.
                Phil Bennett passed out the fire departments year end reports , he read several of the highlights to the board, they started the year with 16 members and ended with 13 members, he mentioned several items the department purchased and several items they received, Phil also said five department members had been honored for their life saving efforts.
                Ordinance 2016-7 Salary ordinance was read aloud in full and again by title only, a motion was made by Tonya Smith and seconded by Jim Moore to accept the ordinance, motion carried by voice vote.
                Leonard Akers asked who sets the amount for the wages and Milisa explained that she calculates the budget in July with the wages in it from there it goes to the state for their approval and if there is a problem or something is not approved then she will have to make adjustments to the budget.
                Jim Hall mentioned the passing of resident Thane Done.
                A motion was made by Jim Hall and seconded by Tonya Smith to pay the town claims in the amount of $47,995.70 the water department claims in the amount of $69,978.19 and the wastewater claims in the amount of $9,211.77.  The motion carried by voice vote.
                The meeting was adjourned at 7:25 p.m. with a motion by Tonya Smith and seconded by Jim Moore. The motion carried by voice vote.
