                      Minutes of the December 12th, 2017 Meeting



               The Town Council held their regular meeting on Tuesday December 12th, 2017 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present   A motion \Vas made by Tanya Smith and seconded by Larry Wilson to accept the minutes of the November meeting and financial report. The motion
carried by voice vote.
               First up was the Town Marshal update, Curtis spoke on several issues, one was a call he received about a residence with multiple dogs, he stated that the state of Indiana had a law about kennels and how many dogs you could have but that law is no longer in effect, he found another law that refers to the problem however it states to check your local ordinances, so he asked the board to look into an ordinance for how many dogs a residence in Fairview could have. Curtis mentioned that Leonard Akers helped him by getting him the towns ordinances so he could put them together in books for his men, he only used the ordinances that could be enforced by the town, he also mentioned that he has been receiving telemarketer phone calls and he wants to check into what he can do to get them stopped, he also said that he has had a few people tell him they have tried to call him and get no answer or a busy signal but he shows no missed calls, he wants to look into that also. Curtis said that Dan Whallon had passed his forty hour basic course and he thanked Sean Stafford for all his work, he is still looking for a few new reserve officers and his department  with help from the fire department   got the basement at the old town hall cleaned out.
               Larry Wilson mentioned that the county was looking for a new dog catcher Curtis said they have hired John Lawson for the job however he is only to pick up strays out in the county, not in towns unless the animal is vicious.
               The Salary Ordinance 2017-13 for the 2018 salaries was read in filii and once again by title only a motion was made by Tonya Smith to accept and seconded by Jim Hall, motion carried by voice vote.
               Mike Kelley ask the board to look into an ordinance for no transfer or recycle stations. junk yards or dumps with the towns limits, Larry said he would have Henry look into his request for this to see what needs to be done.
               Phil spoke briefly about the fire department,  the department  had went on 123 runs with
17 of those being fire and l 0 being medical assist and the most being assist calls, they received
16 breathing apparatuses thru FEMA which they have been in training on and should be in service sometime early next year and since the basement of the old town hall is now cleaned out the department will use it for some more training in the future, Phil mentioned the department is reworking there bylaws and introduced Neal Costello as the new fire chief for next two years.
               Larry Wilson and Larry Natalie spoke briefly about the awards ceremony for the grant money that they had attended in Indianapolis earlier.
                A motion was made by Jim Hall and seconded by Tonya Smith to pay the towns claims in the amount of $30,222.22 the water department claims in the amount of$75341.63 and the wastewater claims in the amount of $10,268.40. The motion carried by voice vote.
               The meeting was adjourned at 7:30pm with a motion by Larry Wilson and seconded by
Tanya Smith. The motion carried by voice vote.
