Town of Fairview Park
                         Minutes of the January 9th, 2018 Meeting


          The Town Council held their regular meeting on Tuesday January 9th, 2018 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson and Attorney Henry Antonini was all present Jim Moore was absent. A motion was made by Tonya Smith and seconded by Larry Wilson to accept the minutes of the December meeting and financial report. The motion carried by voice vote
           Appointments for 2018, Tonya Smith made the motion to retain Larry Natalie as the President of the Board, Jim Hall seconded the motion, motion carried by voice vote, next Park Superintendent, Tonya Smith made the motion to retain Jim Hall as the park superintendent. Larry Wilson seconded the motion, motion carried by voice vote, next Town Attorney, Jim Hall made the motion to retain Henry Antonini as town attorney Tonya Smith seconded the motion, motion carried by voice vote, Town Marshal, Tonya Smith made the motion to retain Curtis Stoffel as town marshal, Larry Wilson seconded the motion, motion carried by voice vote. Office Manager, Tonya Smith made the motion to retain Mary Kay Frazier as office manager, Jim Hall seconded the motion, motion carried by voice vote, next Street & Water Employees, Tonya Smith made the motion to retain the current employees, Sue Crossley, as Superintendent and Mark Andrews and Ralph Leonard as street and water employees, Jim Hall seconded the motion, motion carried by voice vote. Tonya Smith made the motion to retain HWC Engineering Firm as the towns engineering firm, Jim Hall seconded the motion, motion carried by voice vote, Tonya Smith made the motion to renew the contract with the Fairview Volunteer Fire Department, Larry Wilson seconded the motion, motion carried by voice vote
          The Town Marshal update, Curtis mentioned the town had some problems with prowlers snooping around and a couple of vehicles had been broken into however nothing was taken from them. Curtis said he monitors the facebook page for Fairview and that is how he keeps up on things in town also there is a Fairview Park Police facebook page with the phone number and other contact information for the department on it and he encourages people to use this page, Curtis introduced Michael Ray as the new reserve deputy for the town, he said Mike would primarily work the day shift, he also mentioned he may have one more person to bring on the department and he hopes he will be present at the next meeting, Curtis informed the board that reserve deputy Sean Stafford is also working for the City of Clinton but he will stay on in Fairview just not as many hours as before and Curtis also told the board he is now a member of Fairview’s fire department. Leonard Akers asked if the police department’s phone number was in the new phone books, Curtis was not sure, Leonard made a few suggestions on how to get that number out to the public, and Curtis thanked Sue for all the work she has done thru all the bad weather we have had.
          Leonard ask the board if they knew anything about the little library that was to be installed at the park, Tonya said she believes it will be done in the spring of this year, Leonard also mentioned the acoustic problem in the hall
          Grant administrator Kristy Jerrell Agreement for Professional Grant Administration Services contract and invoice for her work on the storm water project was briefly discussed Tonya Smith made the motion to approve the contract Jim Hall seconded the motion and the motion carried by voice vote.
          Next Tonya Smith made the motion to allow the clerk/treasurer to transfer funds out of the Rainy Day and Riverboat accounts in the amount of $12,500.00 a piece to the Water Construction account for the match money for the Storm Water Grant Jim Hall seconded the motion, motion carried by voice vote.
           Mike Kelley ask the board to look into an ordinance for transfer stations or junk yards, Larry ask Henry about such an ordinance and if the town could pick and choose what type of business can come into town, Henry said if it would affect the health and welfare of the town’s residents it could probably be done, he also said there are a lot of things that need to be considered before an ordinance can be drafted, after much discussion it was decided to have Henry check into this for the town.
           Mike Kelley ask about the towns street lights Sue said she had called Duke Energy about them, he also mentioned abandoned cars in town that need to be checked on, Leonard mentioned that there are several faded stop signs in town that need to be replaced.
           Transfer Resolution 2018-1 was read in full, Tonya Smith made the motion to allow Jim Hall seconded the motion, motion carried by voice vote
          Neil Costello spoke about the security cameras that Phil Bennett had ask for the town’s help with purchasing last year, he said Phil ordered the camera system from Menards at the end of the year and he needed to know if the town was still interested in helping pay for the cameras Neil said half of the amount would be $525.50, and he could have a current invoice by the next meeting. Larry said the town would still help with the cost of the camera system. Neil also asked if he could work with the town on the fire departments budget, he said he could let the town know where extra funds might be needed and how the department plans on spending it.
           Milisa mentioned that the town received it 2018 budget and everything was approved as submitted.
           A motion was made by Tonya Smith and seconded by Jim Hall to pay the towns claims in the amount of $34,723.49 the water department claims in the amount of $28,441.09 and the wastewater claims in the amount of $9,281.76. The motion carried by voice vote.
          The meeting was adjourned at 7:50pm with a motion by Tonya Smith and seconded by Jim Hall.     The motion carried by voice vote.
