Meeting Minutes for July 14 & 29, 2009

                  Minutes of the July 14, 2009 Meeting


     The Town Council held their regular meeting on Tuesday, July 14, 2009 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Larry Natalie, David Crane and Jim Moore and Attorney Henry L. Antonini present. Absent was council members Jim Hall and Janet Troglio.
     Jim Moore advised that the issue with cars reported earlier had been resolved.
     New Reserve Officers, Brian Laney and Bill Hoggatt were introduced and thanked for their efforts on behalf of the Town.
     Larry clarified that the flags belong to the Town and that the Town employees would be responsible for putting them up and taking them down.
     Leonard Akers questioned the legality of billing for emergency service runs by the fire department. Jim Moore and Henry will look into the matter.
     John Newman advised he has discussed possible action on the Towne Street property with Henry. Larry Beard with the Vermillion County Health Department advised that he had sent a letter to the property owner requesting he contact the department. Mr. Beard advised that he and the Town Marshal will meet and take care of the problem.
     Ordinance 2009-3, AN ORDINANCE FOR THE REQUIREMENT OF A BOND TO EXCAVATE UNDER TOWN STREETS, was read once in its entirety and once by title. A motion was made by David and seconded by Jim Moore to pass said ordinance. The motion carried by voice vote with all present voting in favor of passage.
      There needs to be a public meeting before applying for a grant from OCRA. Possible date is July 28th.
     Jim advised that he would like to see two additional Reserve Deputy Marshals. Teresa will check the cost of insurance. John Newman advised that they were having some problems with the brakes on the Chevy.
     Larry advised that he would look further into the special meter for pools and watering and talk with Pat concerning the financial impact they would have on the sewer end.
     A motion was made by Jim Moore and seconded by David to pay the Town claims in the amount of $14,026.02, the water department claims in the amount of $10,812.04 and the wastewater claims in the amount of $11,792.81. The motion carried by voice vote.
    The meeting adjourned at 7:45 p.m. with a motion by David and seconded by Jim Moore. The motion carried by voice vote.

   Minutes of the July 29, 2009 Grant Application Meeting


     The Town Council held a public meeting on Wednesday, June 29, 2009 at 7:00 p.m. at the Municipal Building advising the citizens that the Town planned to apply for a Disaster Recovery Allocation Grant through the Office of Community and Rural Affairs. Roll call was taken with council members Jim Hall, Larry Natalie, David Crane and Jim Moore present. Janet Troglio was absent.
     Teresa presented the information concerning the grant that the
Town planned to apply for. A few questions were asked from the citizens.
     With no opposition to the grant application a motion was made to apply for the grant by Jim Moore and seconded by David. The motion carried by voice vote.
     The meeting adjourned at 7:15 p.m. with a motion by David and second by Jim Moore. The motion carried by voice vote.
