                     Town Council Meeting Minutes for July 11th, 2017


                The Town Council held their regular meeting on Tuesday July 11th, 2017 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited.  Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present.   A motion was made by Tonya Smith and seconded by Jim Hall to accept the minutes of the June meeting and financial report.  The motion carried by voice vote.
                There was no one present at the meeting from the fire department to give there renovation update, so Curtis Stoffel gave the Marshal’s report for the month of June. All three cars are now running, he mentioned that he is now using social media-facebook for some alerts his department is working with the prosecutor’s office trying to get funding for body and dash cams and he is looking into a grant for some stop-sticks for the town. Leonard Akers asked about the department’s phone number Curtis said it’s on the facebook page and the sheriff’s department has it also. Larry Wilson ask about a pursuit policy for the town, Curtis said we don’t have one in place right now but he is working on a draft of one  and what they are doing now mirrors the sheriff’s department’s policy.
                 The reduced speed limit ordinance for the area of the town park was discussed and it was decided to leave the speed limit as is and to install newer children at play signs.
                 Jeff Gosnell had some information he wanted to share with the board about the storm water project, he said it was illegal and wants the town to look into the information before deciding to go forward with the project, Larry said the town would follow the guidelines set by the state of Indiana
                 Leonard asked about the grandstand donation and the board spoke briefly about the acoustic problem in the hall, Leonard also mentioned a tree limb on Rail Road St. that needs removed.
                 Sue ask the board for some guidance and help with a problem she has, there is a blow off at the end of the water line that Ed Kanizer removed from the area of his son’s property, Sue explained that it’s important to have that blow off there and she has asked Ed to replace it but so far nothing has been done. The board said they would look into it
                 There was a discussion about the property on First St. across from the high school Henry said he has a signed deed in his office for the property and that it does belong to the town now Larry said the town can move forward with the clean- up.
                 Larry mentioned the inspection from the IDEM on the sewer plant and said everything is satisfactory.
                Resolution 2017-4 Transfer of Funds was read aloud in full and again by title Tonya Smith made the motion to allow the transfers and Larry Wilson seconded the motion, motion carried by voice vote.
                 An introduction of upcoming ordinances was read by titles only, Ordinance 2017-5 An Ordinance of the Town of Fairview Park IN. creating a department of Storm Water Management and Special Taxing District and Ordinance 2017-6 Establishment of Fee for Storm Water Utility for the Town of Fairview Park IN.
                 A motion was made by Tonya Smith and seconded by Jim Moore to pay the towns claims in the amount of $21,708.94 the water department claims in the amount of $31123.46 and the wastewater claims in the amount of $6,989.00. The motion carried by voice vote.
                 The meeting was adjourned at 7:45 p.m. with a motion by Jim Moore and seconded by Jim Hall. The motion carried by voice vote.
