Town of Fairview Park
Minutes of the July 14th, 2020 Meeting
The Town Council held their regular meeting on Tuesday July 14th, 2020 at 7:00p.m.
at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council
members Jim Hall, Larry Natalie, Tonya Cox, Larry Wilson, J;m Moore and Attorney Henry
Antonini all present. A motion was made by Tonya Cox and seconded by Larry Wilson to
accept the minutes of the June meeting and financial report. The motion carried by voice vote.
Tonya Cox ask about the new blacktop and if any gravel had been put down on the
sides of the road Larry said he didn't believe so and should check with Sue about it, Tonya also
mentioned that the yield signs were missing from that intersection.
Leonard Akers spoke about the golf cart ordinance, he asked the board to take it slow
and really look into the changes that could be made.
Mike Harper ask about the new police car and why it hasn't been seen in Fairview,
Curtis explained that Michael Ray has it out during the day and they have been out more at
night usually after midnight due to the recent break-ins of cars in our area, Larry mentioned that
Nick Hall patrols in the mornings in his sheriffs vehicle, Mike Kelley ask if the new car is
being used for personal use and Curtis said no, it stays in Fairview.
Jim Hall ask the board about residents using the town hall for yard sales, after some
discussion the board said it could possibly be used for charity functions put not for personal
use, the board ask Henry to look into an ordinance for this.
Doug Hasse ask the board if they could possibly blacktop that little strip of Davis St.
that runs beside the winery, he mentioned that it would help for the handicap parking that he
has for the winery, Larry said they would have to look into the towns finances to see where we
stand and then see about getting some estimates for the work, Doug said he would be willing to
help the town pay for the work, Larry said the board will look into this and let him know.
A resident ask about the golf cart ordinance and if the town could issue permits for the
carts and collect money for the town, Larry said he is not sure how that would work for us but
he quoted some of Clinton City's cart ordinance, and said they have a $30.00 fee, they have
applications for the permits and all carts must be inspected by the police department yearly.
Another question was asked about the side by sides and Larry said that Clinton City has a
separate ordinance for them and that they are actually under the control of the DNR. Currently,
side by sides are not allowed on Fairview's Streets.
Neal Costello spoke about the county's public safety fund, he said the fire chief had
requested money from the fund for some renovations to the fire department, Neal explained that
the county will ask several questions one of which will be what is the town doing with their
public safety money he asked if the town would issue a letter stating what their plans are for
their portion of the money. Neal also spoke about the traffic on Washington St. and how many
vehicles speed up and down it, he requested a study be done to see what the speed limit should
be posted at, currently it's 30 mph, he also said he plans on speaking to the sheriffs department
and Clinton City's police about how fast they run on the street.
A motion was made by Tonya Cox and seconded by Jim Moore to pay the towns
claims in the amount of$15,319.46 the water department claims in the amount of$15,324.88
and the wastewater claims in the amount of $8,287.21 with bond payment of $26,506.25. The
motion carried by voice vote.
The meeting was adjourned at 7:50pm with a motion by Tonya Cox and seconded by
Jim Hall, The motion carried by voice vote.
