                    Minutes of the June 8, 2010 Meeting


    The Town Council held their regular meeting on Tuesday, June 8, 2010 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Jim Hall, Larry Natalie, Jim Snider, David Crane and Jim Moore and attorney Henry L. Antonini present.
    The Public Hearing for IOCRA Disaster Relief Grant (small project water and wastewater) was opened with Grant Administrator Kristy Jerrell and Program Engineer Eric Smith outlining the project. (See attached minutes of this public hearing)
    The public hearing was closed at 7:26 p.m. with a motion by Jim Moore and seconded by Jim Snider. The motion carried by voice vote.
    The regular meeting opened at 7:27 p.m. A motion was made by Jim Hall and seconded by Jim Moore to accept the minutes of the May meeting and financial report. The motion carried by voice vote.
    Ordinance #2010-3 AN ORDINANCE GOVERNING THE OPERATION OF GOLF CARTS IN FAIRVIEW PARK was read and a motion was made by Jim Moore and seconded by Jim Snider to pass said ordinance. The motion passed by show of hands. The ordinance will be published 3 times and be in effect 30 days after passage.
    Letters will be sent to owners of a lot on Davis concerning tall grass.
    Marshal Garver advised that the burned house on Davis is now knocked down and in the process of clean up.
    It was decided to postpone any official action on the trash truck restrictions until next spring and to advise the trucks that they can resume using the alleys.
    There is a meter for filling new pools. Resident needs to call the office before filling the pool to use.
    A motion was made by Jim Hall and seconded by David to have Brad Thompson do the Marshal's office work. The motion carried by voice vote.
    Leonard Akers asked the Council to consider making the streets around the high school a no phone zone. Henry will check the possibility.
    Sue advised that dust control would be applied on Friday where needed.
    Jeff Gosnell expressed his concerns about an individual that is a registered sex
offender, living on Washington Street. Marshal Garver added his insight into the situation.
    The Council needs to decide either to run their own elections or have the Clerk run
them, by moving the election to an even year.
    Sue advised that we have no licensed operator for mosquito spraying. She will check with Mike Farrington and Tom Bekkering.
    A motion was made by David and seconded by Jim Moore to pay the Town claims in the amount of $8,599.38, the water department claims in the amount of $18,301.04 and the wastewater claims in the amount of $5,446.49. The motion carried by voice vote.
    The meeting adjourned at 8:31 p.m. with a motion by David and seconded by Jim Snider. The motion carried by voice vote.

                  Minutes of the June 29, 2010 Special Meeting


       The Town Council held a special meeting on Tuesday, June 29, 2010 at 6:15 p.m. at the Municipal Building. Roll call was taken with council members Jim Hall, Larry Natalie, Jim Snider, and Jim Moore present.
        Larry advised that he and Jim Moore had interviewed candidates for reserve deputy marshal. They presented their recommendations to the Council and answered questions. A motion was made by Jim Hall and seconded by Jim Snider to appoint Nicholas Hall and Kristopher Froshauer as reserve deputy marshals. The motion carried by show of hands.
       The meeting adjourned at 6:25 p.m. with a motion by Jim Snider and second by Jim Hall. The motion carried by voice vote.
