Minutes of the June 12th 2018 Meeting
The Town Council held their regular meeting on Tuesday June12th, 2018 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Tonight’s meeting was a joint meeting of the Storm Water Management Board and Town Board. Roll call was taken with council members Jim Hall, Larry Natalie, Tonya Smith, Larry Wilson, Jim Moore and Attorney Henry Antonini was all present. A motion was made by Tonya Smith and seconded by Larry Wilson to accept the minutes of the May meeting and financial report. The motion carried by voice vote.
The town marshal update was not given at this time.
Next was the Fire Department contract, the board agreed to accept the contract with the department for the remainder of 2018 with Jim Moore making the motion to accept the contract and Tonya Smith seconded the motion, motion carried by voice vote.
Tonya spoke about some concerns she had, the street light at Pike St. and Fulton got struck by lighting and needs repaired she also has had several complaints about the tree on the corner of Fourth and Lincoln and the parking at the church at the same corner, after some discussion the board ask Sue to get a price on the removal of the tree on that corner.
Jim Hall mentioned he had repaired some of the picnic tables at the park and will look into getting them sprayed for termites
Mike Kelley asked about the dust oil, Sue said it would be sprayed soon.
Neil Costello spoke about the house by his property on Washington St. he is still trying to find out who is responsible for it and had several photos of the overgrowth, he did mentioned that Jim Hall had done some mowing on the property
Curtis was able to give the marshal update, he said six arrests had been made in our area and the department is cracking down on kids in the park after dark also three cars have been towed. Curtis spoke about the property on Jackson St. he said the residents packed up and left leaving a mess behind, he gave them till next meeting to get the vehicles off the property.
Ordinance 2018-7 An Ordinance of the Legislative Body of the Political Subdivision Approving the Issuance of Storm Water District Revenue Bonds and the Execution Thereof was read in full and again by title only, Tonya Smith made the motion to allow Jim Moore seconded the motion, motion carried by voice vote. Next was the State of Indiana Drug Free Work Place Certification was read by title only Jim Hall made the motion to accept Tonya Smith seconded the motion, motion carried by voice vote. And the Authorization Instrument #1 was read in full and again by title only Jim Moore made the motion to allow and Jim Hall seconded the motion, motion carried by voice vote
Eric Smith spoke to the board and explained the document’s that was just passed was related to the loan for the Storm Water Project. In review of bids Kanizer Excavating was the low bid and in review of legal council he suggested the board authorize the project to the low bidder and to appoint Larry Natalie as the Chairman of the Storm Water Management Board so he has the authority to sign contracts for the board, Tonya Smith made the motion to accept Larry Natalie as the Storm Water Management Chairman Jim Hall seconded the motion, motion carried by voice vote, Larry said Kanizer Excavating was low bidder on the project and was awarded the work Larry requested a motion to except the notice of award to Kanizer Excavating and to allow him to sign the documents Jim Hall made the motion to allow Jim Moore seconded the motion, motion carried by voice vote.
Resident Melissa Wible requested the intersection of Fourth and Fulton be looked into since it is a very dangerous intersection, she asked if the brush and bushes could be cut back, she also asked about pay for the reserve deputies, Curtis explained why the reserves do not get payed he said once they receive a pay they have one year to complete the police academy and that it is expensive, they can receive a clothing allowance though.
A motion was made by Tonya Smith and seconded by Larry Wilson to pay the towns claims in the amount of $26,485.01 the water department claims in the amount of $12,296.12 and the wastewater claims in the amount of $10,496.55. The motion carried by voice vote.
The meeting was adjourned at 7:50pm with a motion by Tonya Smith and seconded by Jim Moore. The motion carried by voice vote.
