Minutes of the March 9, 2010 Meeting
The Town Council held their regular meeting on Tuesday, March 9, 2010 at 7:00 p.m. at the Municipal Building. The Pledge to the Flag was recited. Roll call was taken with council members Larry Natalie, Jim Snider, David Crane and Jim Moore and attorney Henry L. Antonini present. Council member Jim Hall was absent. A motion was made by Jim Moore and seconded by Jim Snider to accept the minutes of the February meeting and financial report. The motion carried by voice vote.
Kristy Jerrel of WCIEDD advised that the town's income survey came back at 53.2%, qualifying the Town for low to moderate grants. She gave information on a new OCRA disaster recovery grant that has no matching requirements. Eric Smith with Hannum, Wagle and Cline will develop the scope and budget for the well improvement project and help with the environmental clearance. A motion was made by Jim Moore and seconded by Jim Snider to pursue the grant application. The motion carried by voice vote.
Sue reported costs for usage of Magic Salt and advised that bids would be received in May.
The Council is still looking at a golf cart ordinance and asked Teresa to check if there is a deadline to pass an ordinance.
Mr. Kientzel of 275 Plum St, asked the Council to determine if a tap fee needs to be paid and if a separate sewer line needed to be run. Henry will review the ordinance and notify Mr. Kientzel of his findings.
Richard Kelley asked the Council to consider passing an ordinance prohibiting trash trucks on unimproved alleys. Brian Laney will talk with the trash truck drivers and the Council will consider the passage of an ordinance.
A letter of resignation was read by Larry advising that Town Marshal has resigned as of Mirth 3, 2010.
Leonard Akers asked the Council to consider passing a no solicitation ordinance.
A letter will be sent to Jerry Thomas advising that the Water Dept will accept $602.26 as payment for arrears on the 521 S. Towne St. property.
A motion was made by Jim Moore and seconded by David to pay the Town claims in the amount of $9,948.45, the water department claims in the amount of $30,977.46 and the wastewater claims in the amount of $5,783.24. The motion carried by voice vote.
The meeting adjourned at 8:26 p.m. with a motion by David and seconded by Jim Snider. The motion carried by voice vote.

Minutes of the March 16, 2010 Executive Meeting
The Town Council held an executive meeting on March 16, 2010 at 7:00 p.m. at the town hall. Roll call was taken with council members Jim Hall, Larry Natalie, Jim Snider, David Crane and Jim Moore present.
The Council received information classified as confidential by state or federal statute. The governing body certifies that no subject matter was discussed in the executive session other than the subject matter specified in the public notice.
The meeting adjourned at 8:17 p.m. with a motion by David and seconded by Jim Moore. The motion carried by voice vote.

Minutes of the March 16, 2010 Meeting
The Town Council held a special meeting on Tuesday, March 16, 2010 following the executive meeting. The meeting was called to order at 8:18 p.m. at the Municipal Building.
Roll call was taken with council members Jim Hall, Larry Natalie, Jim Snider, David Crane and Jim Moore present.
A motion was made by David and seconded by Jim Moore to appoint Donald "Butch" Garver as Marshal. The motion carried unanimously by show of hands.
The meeting adjourned at 8:20 p.m. with a motion by Jim Snider and seconded by Jim Hall. The motion carried by voice vote.
